| 摘 要： | 完善军民融合式应急物流研究,提高物流运作水平,既是保障应急救援工作的基础,又是达到平战快速转换的重要保证。本文运用IDEF0模型描述并分析了军队与民间力量在应急物流的备灾、应急救援和恢复重建三个阶段中的功能,得出可相互融合的重叠运作流程。在此基础上,探讨了促进军民间相互合作的运作机制,将运行机制细分为合作机制、进入与退出机制和协调机制进行阐述,最后给出该体系的运行模式。

| Abstract: | Improving the emergency logistics system of the civil-military integration construction and the level of system management and technology are the guarantees of emergency rescue work and the rapid transformation from peace to war. With IDEFO model, the function of the army and civil power in the three stages of preventing disaster, and emergency rescue and recovery reconstruction was described and the mutual fusion of overlap operation process was got. On this basis, the promotion of civil military cooperation mechanism was investigated. The mechanism was divided into cooperation mechanism, entry and exit mechanisms and coordination mechanism and was elaborated respectively. Finally, the operating mode of the system was given. |
