和谐社会构建时期我国公共政策的发展趋势

公平与效率、城乡与区域发展、经济与社会发展、强势群体与弱势群体发展等四个方面的失衡,是社会转型时期我国公共政策偏颇的集中体现.党的十六届四中全会提出了构建社会主义和谐社会的执政理念和政策导向,将使我国公共政策从以"效率优先,兼顾公平"向以"公平、公正和利益协调"为基础的和谐方向发展.
