规范公路收费权转让行为的政策研究

为了增强社会公众对公路收费权转让的正确认识,使转让公路收费权融资这一新生事物在中国公路建设融资市场上发挥更重要的作用,在分析了收费权转让相关法律、政策、规范依据及国外可供借鉴经验的基础上,提出了规范公路收费权转让行为、公路收费权转让主体、公路收费权转让条件、公路收费权转让期限、公路收费权价值评估方法、公路收费权转让价格、公路收费权转让收入使用以及相关问题的政策性建议,以期实现以存量换增量,以资产换资金。

Policy study of transfer behavior regulation on highway toll right

In order to make transfer of the highway toll right play a great role for raising the highway construction funds in domestic market,and make the public know clearly as the same time,authors put forward some opinions and policy suggestions on the basis of analyzing the laws,the acts,the policies and the criterion about the transfer of highway toll equity and the experiences made in foreign countries,and gave some policy suggestions about the entities,the conditions,the periods,the highway asset valuation methods,the price determinations and how to use the income from the transfer of toll equity,to achieve that existing quantity would exchange added quantity and estate would exchange fund.
