"交通引导发展"模式应用探讨

交通引导发展(TOD)理论源于美国,是一种倡导"公共交通与土地利用整合"的土地发展模式。目前,国内外多数TOD研究和实践都基于相对微观的社区层面。而将TOD理论应用于全市域层面,以此优化城市轨道交通网络和空间结构,引导沿线土地开发将更具意义。对TOD的内涵及实现TOD理论所面临的问题进行了分析,并针对实践中出现的一些概念误区,引用国外成功TOD的实践经历,探讨适合我国发展的TOD模式,并设计出基于TOD模式的车站及周边土地规划策略,在实施TOD过程中,应制定灵活变通的策略及行动方案,集合政府部门、交通运营机构、开发商及科研部门共同完成。尽快制定沿线土地供应计划是实施空间发展战略的重要保障。推行TOD理念必将改变现有土地政策及管理体制。

A Discussion on the Application of TOD

The TOD theory derives from the US, it mainly initiates the "transit and land use conformity" pattern. But most of the research and practice are relatively focused on the micro-level of communities,it is more significant to apply this theory on the city level,so as to optimize URT network and space structure for the land development along the rail lines. This paper carries out an analysis on the problems in the understanding of TOD theory, aims at solving some conceptual mistakes in practice.Based on the successful experiences of TOD in foreign countries, this paper also inquiries into the TOD mode which might be suitable for China's condition, and designs a land program strategy for the stations. With this optimized space structure of the city transportation, the land development along the rail line will have practical significance.
