统筹财务资源依法规范管理为和谐铁路建设提供有力的资金保障——在全国铁路财会工作会议上的讲话(摘要)

2006年,铁路各项财会工作实现了良好开局。2007年,铁路运输需求继续保持较快增长,铁路运输产品创新能力和客货运输能力将有较大提高,成本支出将得到有效降低。但同时也存在成本增支压力,资金筹集和管理任务艰巨,建设投资管理面临考验等问题。因此,要继续强化经营管理,加强内部控制,严格依法规范管理;严格全面预算管理,挖潜提效,开源节流,科学、统筹安排财务资源;加快财会信息化建设步伐,强化监督检查,严格责任追究,为和谐铁路建设提供有力的资金保障。

Comprehensively Arrange Financial Resources,Regulate Management According to Law,Support Harmonious Railway Construction with Sufficient Funds

Accounting work has achieved great beginning in 2006. In 2007,demand for railway transport will keep fast increase,the innovative ability of railway transport products and passenger and freight transport ability will be greatly improved,and the cost will be effectively reduced. However,challenges still exist,such as cost pressure,funds raising,and investment management. Therefore,we shall intensify management and internal control,regulate management according to law;enhance overall budget management,tap potentials and improve efficiency,increase income and reduce expenditure,comprehensively arrange financial resources,speed up construction of accounting informationization,reinforce supervision,support harmonious railway construction with sufficient funds.
