| 摘 要： | “政策网络”突破了传统政策分析范式,形成了新的理论和方法,逐渐成为政治学和政策分析领域的主流话语和研究途径。政策网络是政策过程中相互依赖的国家与社会行动者之间不同互动关系模式的总称,网络结构是这一理论的研究假设并成为政策网络的基本分析单位,由关系模式所形成的网络类型则是政策网络的主要分析内容。尽管政策网络理论并非无懈可击,但它所形成的中观分析途径对于理解公共政策以及国家与社会关系具有重要的理论价值和现实意义。

| Abstract: | Breaking through the traditional paradigm of policy analysis,"policy network" as a new approach to conceptualizing the relationship between state and society has become a mainstream theory in policy study and political science.The literature on policy network tends to hypothesize that the structures of networks are the basic analytical tools and emphasize how the existence of these structures affects policy outcomes.Despite differences in concepts and arguments,the policy network has made a substantial contribution to understanding public policy and state-society relations on the meso-level. |
