| 摘 要： | 以科学发展观为指导,阐述了道路运输规划评价的内涵,建立了由准则、要素和特征3级指标构成的、以软指标为主导的道路运输规划评价指标体系,并阐述了软、硬指标的计算方法。用技术、经济、社会、自然多元理性的方法和有效性、公平性、持续性准则去确定评价标准,克服了过分倚重GDP等硬指标产生的弊端,回答了评价标准谁说了算,评价应当怎样进行的问题,体现了科学发展观的评价理念。

| Abstract: | The evaluation indicator system is expounded,which is dominated by soft indicators for road transport planning under the guidance of scientific development concept,including the principles,elements and characteristics in three levels.The methods to calculate the soft indicators and the hard indicators are discussed.The multiple criteria approach taking into consideration of effectiveness,fairness and sustainability in terms of technology,economics,social and natural environment aimed at correcting the presumed overemphasis on the pursuit of increases in gross domestic product(GDP).Who will have a say and how to do the evaluation are also discussed. |
