| 摘 要： | 基于对21世纪海洋战略以及全民海洋意识现状的分析,探讨了海洋意识的基本内涵与要求,提出中国要成为一个屹立于世界民族之林的强国,必须经略海洋,必须全方位、广角度、多层次地普及并提升全民海洋意识,进而形成统一科学的海洋观.

| Abstract: | With the analysis on the oceanic strategy of 21st century and the current situation for oceanic sense,the paper discusses the basic meanings and requirements of oceanic sense.China must develop the ocean,popularize and promote the civil oceanic sense in every aspects,in order to become a strong country which stands rock-firm in the family of nations successfully.Only then,will a uniform and scientific concept of ocean be established. |
