中央商务区轨道交通用地控制与协调机制研究

以CBD(中央商务区)的交通特征、用地特征和景观特征为出发点,分析CBD轨道交通用地控制的必要性,并对目前轨道交通用地控制与协调工作存在的用地控制工作滞后、没有统一的用地控制指标和管理方法、忽视对地下空间的用地控制、研究深度不足等问题进行剖析。结合CBD特征和用地控制经验,提出CBD轨道交通用地控制需绘制"轨道交通用地控制线"和"轨道交通与建筑结合线",并针对关键节点提出用地控制要求。为了使CBD轨道交通用地协调工作更加明晰,提出CBD轨道交通用地协调机制要求,包括对既有(新、改、扩建)建筑物、道路、管线和其他市政设施的协调要求,对未批、已批地块的协调要求,以及对用地性质和土地开发强度的协调要求。以温州市杨府山CBD为例进行研究,为处于规划中的CBD区域轨道交通用地控制提供参考。

Research on URT land control and coordination system in CBD

Recently, few researches were developed on the control and coordination for the land of urban rail transit (URT) in Central Business District (CBD). Most land control plan proceeded in the scope of entire city without thinking about CBD as a special. In the present research, the significance of the control planning on URT land was discussed based on the characteristics of CBD. The existing issues on the control and coordination of URT land were analyzed. According to the characteristics of CBD and the experience in control of URT land, the control rule and coordination system were presented for URT land. At last, as a case study, the control plan of URT land was developed on the CBD of Wenzhou Yangfushan. The research results provide a good reference for the project of URT land in the CBD which is still under planning.
