| Abstract: | This essay discusses the major issues existed in the safety management of the shipping companies failing outside the scope of ISM and holds the view that establishing a standardized safety management system is the key to improve the management and to solve the problems relating to the safe operation of the shipping companies falling outside the scope of ISM. |
