| 摘 要： | 20世纪90年代中后期，西方国家继新公共管理改革之后进行了以“整体政府”为内容的第二轮政府改革运动。“整体政府”改革基于结果与目标的组织创新进路，以伙伴关系为创新工具，形成了一种有别于传统官僚制和新公共管理“企业家政府”的新型组织模式，即“整体政府”组织模式。该组织模式在内容上具有以“联合”为特征的两种组织结构形式和以“整合”为内涵的组织目标及机制，在方法上为公共行政组织的研究开辟了一条社会学的研究途径。
