| 摘 要： | 本文通过分析目前船员队伍的现状,从船员自身、培训、监管等方面列举影响船员素质提高的原因,并对如何提高船员素质从管理主体的监管和自律、培训激励制度、船员心理和业务素质等方面提出了建议,各个单位共同合作,真抓实干,将提高我国海船船员素质的系统工程做好。 |

| Abstract: | This article analyzes the current situation of seamen,based on their quality,training and supervise.It enumerates some problems which affect the crew quality,and finally gives several advices on how to improve the crew quality from authority＇s control and self-discipline ,training motivating,systematism,psychological quality and professional competence. |
