重庆港危险货物码头安全管理中的问题及对策

分析目前重庆港危险货物码头安全管理中存在的问题,将危险货物从业单位作为安全监管的重点对象,依据危险货物港口作业认可、危险货物港口作业申报和危险货物作业场所建设审批等制度,从安全设施和环保设施的投入、作业范围的许可、人员资质的认定以及安全设备和事故救援体系的建立等环节评价危险货物码头安全管理状况,依据其特点以及存在的关键问题进行总结并提出对策。

Problems in Safety Management in Dangerous Cargo Wharf of Chongqing Port and Its Strategies

This paper analyzes the current problems in the safety management for the dangerous cargo wharf in Chongqing Port,and according as the system for the operational admission,declaration and approval to the dangerous cargo wharf,this paper takes the owner of this dangerous cargo as the safety supervision objective to evaluate the wharf＇s safety management level in aspects of the payment to the safety and the environment protection equipments,admission to the operation arrangement,the confirmation of the personal qualification,and the establishment of the safety equipment and the accident rescue system,then the paper gives a summarization and puts forwards some suggestions by its characteristics and its key problems.
