| 摘 要： | 建立多部门生产函数，然后应用该函数对需求低于充分就业水平的原因进行分析，需求低于充分就业水平的原因部分属于经济的供给方面，部分属于经济的需求方面；根据分析结果提出相应的总供管理对策和总需求管理对策，推行积极的财政政策，完善社会保障机制，调整税收政策，扩大出口等。

| Abstract: | A function for multi department production is established, and used to analyze the causes of demand under the level of full employment. It comes to a conclusion that demand under the level of full employment is partly due to the supply of economics and partly due to the demand. According to the causes, total supply countermeasures and total demand countermeasures are put forward, i.e. , implementing effective financial policies, perfecting social security mechanism, adjusting revenue polices, and increasing exports, etc. |
