| Abstract: | By solving difficulties one by one and advancing the process gradually, the transition period of rural highway management and maintenance system reform is set up, and reform objectives in each stage are instituted, so that the take-over and the separation of management and maintenance of rural highway are being done smoothly, the double goals of reform and stabilization will be achieved. |
