公路工程建设管理模式与制度体系存在的问题及对策

自监理制度引入公路建设中以来,公路工程施工形成了监理、业主、承包商三方管理模式。到目前为止,尚未有明确的规范三者之间行为关系的制度体系,尤其在费用管理方面,往往造成业主通盘全管,监理无所适从,承包商有苦难言的局面。文章就公路工程管理行为、存在的问题及对策进行分析,并为进一步规范、调整三者之间关系提供了相应的对策与建议。

Discussion on management mode of highway engineering and its regulation system

Since the supervising system has been introduced into the construction of highway,the mode of three-party management,i.e., supervisor,employer and contractor,has been formed.Up to now,it has not yet clear regulation system for specifying the performance between three parties,especially in administration of funds.In fact,the employer is fully responsible for overall management,while the supervisor don't know whom to turn to,and the contractor find it hard to bring up a matter.The analysis on performance of highway project management,problems and their countermeasures were conducted in this article,and provide with some corresponding suggestions for further regulating and adjusting the relationship between three parties.
