“公平”的理论思考及政策选择

因“三大差距”进一步扩大，并引发诸多社会矛盾、危及社会和谐，公平与效率的关系问题再度成为学术界争论的焦点。本文认为当前学术界相异的观点实质上具有统一性，而引发争议的主要原因有二：一是对公平内涵理解的差异，二是没有“具体问题、具体分析”。并就以上两个问题提出了相应的观点及现阶段恰当处理公平与效率关系的政策主张。
