城市轨道交通建设规划相关问题思考

阐明自2003年国家规定拟建设城市轨道交通的城市必须申报《城市轨道交通建设规划》以来,我国大陆地区已有36个城市申报了《建设规划》,其中得到国家批复的城市达到28个。对不同城市以及不同申报阶段,《建设规划》的编制内容和侧重方向有所不同,从申报文件的名称、编制年度、规划协调性、客流预测深度、工程方案、投资强度、外部条件等几方面加以思考和分析,提出区别不同阶段的文件名称及编制年度的处理方法,并提出客流预测、投资分析等方面的客观见解,以便在以后工作中借鉴、探讨。

Problems in Urban Rail Transit Construction Planning

Thirty-six cities have submitted their application since 2003 when the Central Government required a city make an application statement on the construction planning when it is going to build an urban rail system in the city.Twenty-eight of them have received the official approval.The application statement on the construction planning of URT system made by different cities and at different application stages should focus on different aspects.Ways are put forward to identify document names and chronological methods for the statements at various stages after document names,chronological methods,coordinateness of planning,predication of passenger flow,the construction plan,investment intensity as well as other external conditions are taken into account and analyzed in detail.Proposals on passenger flow prediction and investment analysis are also offered by future discussion or reference.
