| 摘 要： | 对建设部 1992年提出的“控制量、指导价、竞争费”的改革措施 ,从现实角度进行了剖析 ,指出即使是目前也应继续贯彻 ,并建立“政府监管、中介服务、企业自控”三位一体的工程造价运行机制予以保证。
