| 摘 要： | 针对我国当前对公路建设与养护规划的要求与发展趋势,分析了公路养护与公路建设的相互关系及公路养建规划与管理系统构建的目标与原则,将公路建设规划与公路养护规划结合在一起,体现"养建并重"的观念,并提出公路养建规划与管理系统的框架结构。

| Abstract: | This article analyzes the interrelation between the highway construction and its maintenance,the goals and principles of planning of them,and the composition of management system,according to the requirements for planning and the trend of development in China at present.Also,it put forward a framework structure of planning and management system.The planning of highway construction combined with that of maintenance gives expression to the sense of equal stress on both being paid. |
