| 摘 要： | 招标投标制度是国家基本建设领域一项基本的强制性的管理制度。建设项目实行招标投标，是国家投资计划实施中的一个非常重要的环节，是控制投资的一个关键措施。此文结合笔者多年参与铁路建设工程招投标工作实践及我国工程招标投标制度的发展历程，探讨铁路建设工程招标投标发展现状，提出建设性的意见或建议。

| Abstract: | Tendering and bidding system is a fundamental and compulsory system in the national capital construction field.The tendering and bidding required for construction projects is a very important link in the implementation of the investment plan of the central government and one crucial measure of investment control.This article,combined with the understanding of the tendering and bidding activities the author has for many years taken part in,and the development course of engineering tendering and bidding system of our country,makes an exploration of the development and the current situation of railway construction works before presenting its constructive comments or recommendations. |
