我国电力工业体制改革中的垄断与管制

根据我国电力市场的需求特征,应用经济学的垄断与管制理论,构建了相应的博弈论模型,以研究我国电力产业中的市场垄断问题.研究表明,我国发电企业有很强的合谋动机;输电市场具有自然垄断特性,由于目前输电企业的所处特殊地位,很容易形成新的垄断.对我国的现行电力体制分析,发现无论在发电还是输电市场,行政垄断都严重阻碍了电力市场有效竞争的形成.最后,针对我国发电市场和输电市场的实际情况,分别提出解决上述垄断问题的政策建议.

Monopoly and Regulation in the Reform of Electricity Industry in China

To study the problem of monopoly in the electricity industry in China,a game theory model was designed according to the demand characteristics in the electricity market and by applying the theory of monopoly and regulation.The result indicates that the electricity producing companies have strong collusion motivation; and that natural monopoly exists in the electricity transmission market,and new monopoly is easy to form due to the special position of electricity transmission companies.Administrative monopoly is a significant obstacle for formation of effective competition in both the electricity producing and transportation markets.At last,the measures of solving monopoly problem were suggested.
