摘    要:目前大多数人都认为,公路基础设施是"准公共物品",应当国家投资为主建设;还有一些人从公路管理的角度,反对公路建设和运营向非公有资本开放,提出不应鼓励建设经营性收费公路。如何从理论上认识公路基础设施的属性问题,对公路建设投融资政策的制定有着重要意义。

Analysis on dualism and variability of road infrastructure property
Abstract:At present, the majority of people believe that road infrastructure is "quasi-public goods"; therefore, it should be constructed with government investment. In terms of road administration, some people oppose using non-public capital for road construction and operation, and they suggest not building operating toll road. How to understand the road infrastructure property in theory is important in establishment of investment and financing policies on road construction.
