摘    要:为积极落实国家大气污染联防联控重点区域的减排控制要求,推进船舶节能减排和绿色航运发展,我国于2016年1月设立珠三角、长三角和环渤海(京津冀)水域船舶排放控制区。船舶排放控制区的划定给船舶运营商带来一定的燃油成本负担,船舶运营商为达到政府规定的排放标准并使燃油成本增加最少,分析在整个航程时间及船期不变的情况下,船舶航速变化对整个航程中SO_2排放量和燃油成本产生的综合影响,从而为船舶运营商在排放控制区内外实施航速优化提供决策依据。研究发现,在船舶排放控制区内外进行航速优化能使船舶运营商成本降低最多。

Abstract:Responding to the appeal for air pollution prevention in priority regions, China government defined the Pearl River Delta, Yangtze River Delta and Bohai Rim (Beijing-Tianjin-Hebei) waters as the vessel emission control areas in January 2016.This will cause increase of fuel costs. To comply with the government-set emission standards without excessive fuel cost increase is of interest to every ship operator. The combined effect of the change of ship speed on sulfur dioxide emission and fuel cost are analyzed under the condition of fixed voyge schedule, so as to provide the decision-making basis for ship operators to optimize the speed control within and outside the emission control areas. The study shows that speed optimization within and outside the vessel emission control areas can reduce the costs considerably.
