国家公路国土空间控制规划储备项目库构建方法研究

构建国家公路国土空间控制规划储备项目库是国家公路网规划对接国土空间规划的基础性工作。针对国家公路项目数量多,入库筛选难度大的问题,研究首先按照新建项目、扩容项目和调线项目3类,对国家公路建设项目特点进行了分析,并据此提出了反映各类项目建设重要性和紧迫性的指标体系,通过离差最大化法和熵值法计算了各指标权重,以此为基础对各类型项目进行了重要度和紧迫性排序。研究结果表明,该方法可为国土空间控制规划储备项目入库筛选提供有效技术支撑。

Research on the Construction Method of Project Pool for the Control Planning of National Highway Land Space

The construction of national highway project pool used for land space control planning is the basic work of national highway network planning docking land space planning.Regarding the numerous highway projects and the difficulty in project screening,in this paper the characteristics of national highway construction projects are analyzed according to the three categories of new construction projects,expansion projects and route adjustment projects,and then an index system that reflects the importance and urgency of various projects construction is proposed,and the weight of each index is calculated by the method of maximum deviation and entropy value,based on which,the importance and urgency of national highway construction projects are analyzed.The importance and urgency of all kinds of projects are sorted.The results show that this method can provide an effective technical support for building a national highway project pool used for land space control planning.
