高速公路既有服务区优化提升研究

高速公路服务区是对外服务的重要窗口,服务区转型发展得到社会各界日益关注。以问题为导向,阐述了我国省域高速公路服务区改扩建思路和基本原则,在此基础上提出3类升级对策:原地改造、原址扩建和新建工程。对服务区整体规模符合预测交通需求的服务区,采用原地改造方案,分局部调整、部分改建和重新布局三个层次;对原有用地规模无法满足需求且具备扩建条件的服务区,根据用地需求在原服务区用地基础上新增用地;在原地改造不能满足需求且不具备在原址扩建的情况下,结合相邻服务区功能、运行情况的调查,适当新增服务区。

Research on Optimization and Upgrading of Existing Service Areas on Expressways

Expressway service area is an important window for service providing,and the transformation and development of service area has been increasingly concerned by all sectors of society.Based on the existing problems,the upgrading ideas and basic principles of provincial expressway service areas in China are expounded in the paper.On this basis,three types of upgrading countermeasures are put forward:reconstruction at the same site,expansion based on the same site,and new construction.For the service areas that the overall scale meets the forecast traffic demand,the in-situ reconstruction scheme is adopted,which is divided into three levels:adjustment,partial reconstruction and re-layout;for the service areas that original available land area cannot meet the demand and has the conditions for expansion,new land should be added based on the original service area according to the land demand;when the in-situ reconstruction cannot meet the demand and it is impossible to expand the service area at the same site,the service areas shall be newly built appropriately in combination with the investigation of function and operation of adjacent service areas.
