公路养护管理指标体系的构建方法

摘    要:养护是建设的延续,良好的养护管理工作可以有效的延长公路使用寿命,降低设施的全寿命周期成本,降低资源能源的消耗,养护管理跟不上,就会造成巨大浪费,构建公路养护管理指标体系,可以为公路养护管理提供科学的指导。在分析了我国公路养护管理的现状后,将利益相关者理论引人到和谐管理中,提出了公路养护和谐管理的概念,并根据公路养护和谐管理的理论,提出了一种在和谐主题指导下的基于过程、结果、可持续性、环保、利益相关者的公路养护管理指标体系构建方法。结合深圳市某公路养护管理部门的具体情况,在和谐主题的指导下从过程、结果、可持续性、环保和利益相关者五个方面出发建立了该管理部门养护管理指标体系。

Abstract:Maintenance is the continuation of construction; good maintenance management can ef- fectively prolong the service life of highway, reduce the life cycle cost and the consumption of energy re- sources, if the management does not go up will create enormous waste, construction of index system of highway management can provide scientific guidance for highway management. After analysis the present situation of highway maintenance management of our country, put forward the concept of harmonious management of highway maintenance after introduce the stakeholders theory into the harmonious manage- ment , according to harmonious management theory of highway maintenance, put forward a new index system of highway maintenance management based on process, results, environmental, sustainability, stakeholders under the guidance of harmony theme. Combined with the specific situation of ShenZhen city highway maintenance management department, establish index system of maintenance management from five aspects.
