| 摘 要： | 在研究安全评价的作用的基础上,提出基于安全评价的海运安全管理的方法。这是对安全评价在海运安全管理理论与方法应用中的一种尝试与探讨。提出了安全评价是海运安全管理的一个重要组成部分。通过危险分析和评价来预测灾难,采取较科学的决策;基于评价的结果可以检验安全管理工作,起到反馈、选择、评价及适时调整监控作用。

Study on Maritime Safety Management Based on Safety Evaluation |

| Abstract: | Studing on the effect of safety evaluation, this paper producese a method of Marine Safety Management(MSM) based on safety evaluation. The method is just a discussion about something to use in MSM. It proposes that the safety evaluation is an important part of MSM. The method could forecast accidents and make decisions via analysis and evaluation on the potential dangers, so that it could checkout the operation of the management and be in use of feedback, selection, evaluation and timely supervising of MSM. |
