| 摘 要： | 实施铁路局直管站段新体制,运输基础管理工作既要提高运输效率与效益,又不能弱化安全管理控制。通过强化责任管理,准确定位铁路局直管与站段自管的职责和权力,摆正安全与效率的关系,规范铁路运输基础管理,建立运输组织质量动态评价考核体系。

| Abstract: | Under the new system of railway administrations directly controlling stations and depots, basic management of railway transportshould increase efficiency as well as strengthen safety management controlling. Through responsibility management, railway ought todetermine exactly the responsibility and power of railway administration and station and depot, manage well the relationship betweensafety and efficiency, regulate basic management of railway transport, and set up dynamic evaluation system for transport organizationquality. |
