谈谈浦东防汛工作“十一五”成效和“十二五”思路

浦东地处东海之滨,有利建设港口、码头发展对外贸易,同时受海洋气候影响,每年夏秋季节均不同程度遭受台风、暴雨、海潮的侵袭。为进一步保障浦东新区经济社会的稳定发展,该文总结了"十一五"成效,提出了"十二五"思路,并针对当前存在的部分一线挡潮工程尚未全面达标,区域排涝设施建设滞后,防汛工作人员变动多、队伍不够稳定,以及海平面上升,城市热岛效应突显,灾害损失扩大效应等因素,居安思危地提出加强五条防线的建设和管理意见及稳定发展防汛队伍建设。
