在全球化时代，国家主权和公共行政能力遭受到了前所未有的冲击。日益壮大的非政府组织、国际组织和跨国财团正在侵占和瓜分国家的权力。主权危机直接冲击到公共行政，全球化对公共行政所产生的影响可以归纳为：第一，全球化冲击了传统的以地理区域为单位的行政辖区，并逐渐缔造出一种以个人兴趣和利益为纽带的新的距离感；第二，全球化对传统的层级制组织模式构成严重威胁，正在出现的是一种类似于网络结构的组织模式；第三，全球化，尤其是信息全球化，改变了行政机构的决策方式；第四，全球化削弱了民族国家、尤其是发展中国家，制定和实施公共政策以满足国内需求的能力。

On the Impact of Globalization on Public Administration

In the times of globalization, sovereignty of nation state and its public administrational ability are suffering unprecedented impacts. Government power of nation state is being encroached and shared by rising non government organizations, international organizations and transnational financial groups. The crisis of sovereignty impacts on public administration directly and indirectly. The influences of globalization on public administration can be summarized as follows. First of all, globalization has changed administrational district defined geographically, which is being substituted by a new kind of community with personal interest linkages. Second, globalization is creating net structure instead of traditional hierarchy as organization mode of public administration. Third, globalization, in particular of information, altered the methodology of decision making dramatically. Fourth, globalization is weakening nation state, especially developing country's public administrational abilities of making and implementing various public policies.
