| 摘 要： | 随着我国经济的发展和海上货物运输的增加,‘十一五'计划不断推动港口的建设和快速发展。不少沿海城市都在加大港口的建设,推动港口城市的发展。参加港口建设的水工船舶也在不断增加,有效监管水工作业船舶,防止发生碰撞及泄漏对于维护港口安全,维护海上安全形势,保护海洋环境,构建和谐社会至关重要。
