摘    要:盈利模式是轨道交通生存和发展的关键。轨道交通由于受政策和自身特点等方面的限制.单靠自身的经营很难实现盈利,所以,政府优惠政策的支持是必不可少的,其盈利模式从本质上讲属于“政策性盈利模式”。票价是决定地铁公司收入的重要因素,而在轨道交通票价的制定上,目前一般是政府定价,地铁公司没有决定票价的权力,这是这些公司亏损的一个重要原因。而定价是投资者对政府管制最关心的问题,因此,政府应优先解决票制改革问题。

Reform the Ticket System to Realize the Dream of Making Profit

Abstract:The profit-making mode is the key problem that Influences the survival and development of railway transport. Restricted by policies and its own characters, railway transport can hardly make profit only through operating by itself. So the support of the preferential policies from the government is necessary. The essence of the profit-making mode of railway transport is a policy-determine one. The ticket price is the important factor that determines the Income of metro companies. However, it Is the government rather thanthe metro company has the right to determine the ticket price, which is a very important reason why these metro companies are under deficit. Meanwhile how the government determining the ticket price is one of the problems that the investor most care for. Therefore, the government should reform the price system firstly.
