摘    要:在考虑发展基础、服务能力、运营水平等反映铁路货运场站整体状况的相关因素基础上,构建评价指标体系;将模糊层次分析法与超效率数据包络分析法相结合,建立铁路货运场站综合评价模型,设计求解步骤。通过调整矩阵元素,将模糊互补矩阵改造成模糊一致性矩阵,给出评价指标权重的计算方法并进行归一化处理;定义负向和正向指标并分别处理为规范化值,由此得到模型的输入数据,并简化模型为单一输入、单一输出的形式。以中国铁路上海局集团有限公司某货运中心下辖的23个货运场站为例,使用Python编程实现对模型的求解,得到货运场站的综合得分,据此对其进行综合评价。结果表明:评价方法能够有效反映铁路货运场站的运营发展状况和资源利用情况,对评价的多个场站实现合理排序,可为铁路部门配置场站资源以及确定改进方向提供决策参考。

Comprehensive Evaluation for Railway Freight Yard Based on Resource Allocation Decision

Abstract:Considering relevant factors such as development foundation,service capacity and operation level reflecting the overall performance of railway freight yards,the evaluation index system was constructed.Combining Fuzzy Analytic Hierarchy Process(FAHP)with super-efficiency Data Envelopment Analysis(DEA),a comprehensive evaluation model for railway freight yard was established and solutions were designed to solve it.The fuzzy complementary matrix was transformed into a fuzzy consistency matrix by adjusting the matrix elements,and then the calculation method of evaluation index weight was given and normalized.The evaluation indexes were classified into positive and negative categories and their values were normalized respectively.Thus the input data of the model was obtained,and the model was simplified into the form of single input and single output.A case study was conducted to evaluate 23 freight yards under the jurisdiction of a freight center of China Railway Shanghai Group Co.,Ltd.The model was solved by Python programming,and the comprehensive scores of freight yards were obtained to carry out comprehensive evaluation.Results show that the evaluation method can effectively reflect the status of operation and development as well as the resource utilization of railway freight yards.The reasonable sequencing of the evaluated yards is realized.It can provide decision-making references for railway departments to allocate resources of freight yards and determine the direction of improvement.
