| 摘 要： | 在分析罗定市水旱灾害及其特点、未来发展情势和现有防洪减灾策略存在不足的基础上,从调整现有防洪策略、调整产业结构、调整工农业结构体系、加快非工程措施体系建设和防洪减灾管理六个方面进行了探讨。阐述的问题及提出的策略对罗定市防洪减灾具有指导意义,对其它类似地区有一定的借鉴作用。

| Abstract: | On the basis of analyzing the flood and drought and the characteristics, future developing situation as well as deficiency of the existing tactics for flood control and disaster absorption in Luoding City, the paper approaches in the follo-wing six aspects: to adjust the existing tactics of flood control, to adjust the property structure, to adjust industrial and agricultural structure system, to speed the construction of non-engineering measure system as well as to manage flood control and disaster absorption. The problem to be stated and the tactics to be put forward have the guiding meaning for flood control and disaster absorption in Luoding City, they also have a certain role for reference in other similar area. |
