铁路工程企业海外经营风险评价指标体系研究

当前越来越多的铁路工程企业加强国际化经营,进入海外工程市场。探索一种客观、合理、符合当地国情又具有可操作性的海外经营风险评价指标体系,可以进一步降低经营风险,为企业在海外经营决策提供依据。根据铁路工程企业海外经营特点,深入分析铁路工程企业在海外经营中面临的风险,根据系统性、科学性、实用性的原则,从政治、经济、法律和安全4个方面建立风险评价指标体系,提出实施建议,以巴基斯坦为例,对海外经营风险进行分析,得出各风险指标的权重大小和单排序,为我国当前铁路工程企业稳步推进“走出去”提供参考和借鉴。

Risk Evaluation Indicator System for Overseas Operation of Railway Engineering Companies

More and more railway engineering companies are stepping up international operations and entering the overseas engineering market. By exploring an objective and reasonable indicator system suitable for local national conditions and operable can further reduce operational risks and provide a basis for enterprises to make decisions overseas. According to the characteristics of overseas operation of railway engineering companies, this paper closely examines the risks faced by railway engineering companies in overseas operation. According to the principle of being systematic, scientific and practical, it seeks to establish a risk assessment indicator system from four aspects of politics, economy, laws and security and put forward implementation recommendations. Taking the Pakistani project as a case study of overseas operation risk, this paper introduces the weights and single ranking of risk indicators, which will provide reference for the ongoing endeavors of Chinese railway engineering companies in steadily promoting the “going global” efforts.
