采用初步设计文件施工招投标对承发包合同产生的影响及建议

在前几年的铁路工程建设中，不少工程项目采用初步设计文件进行施工招投标。由于初步设计深度不够，其后随着环境条件和有关设计方案的变化，会对所签订的承发包合同和管理产生影响。此文针对已建工程所发生的5个方面的影响进行分析与阐述，并对在建和没有进行概算清理的工程项目，从4个方面提出解决相关问题的建议。
