城轨交通快速发展引发的隐性债务风险及对策研究

我国城市轨道交通发展取得巨大成就的同时，由于巨额投资以及政府主导的投融资模式，也带来了巨大的债务。一些城市由于盲目建设、出资责任未落实及未考虑财务长期可持续等原因，引发了隐性债务风险。分析城市轨道交通形成的地方政府隐性债务风险的主要表现，根据当前国家高质量发展和防风险等要求，为避免债务风险进一步扩大，应制定切实可行的发展对策及措施，因而提出量力而行实施项目、加快改革降低成本、完善政策落实责任、严格程序加强评估等政策建议。

Research on the Risks of Hidden Debt Caused by the Rapid Development of Urban Rail Transit and Its Countermeasures

The development of urban rail transit in China has made great achievements, and at the same time, due to huge investment and government-led investment and financing model, it has brought about huge debts. Some cities are facing hidden debt risks due to blind construction, non-implementation of funding responsibilities and failure to consider the long-term financial sustainability and so on. This paper analyzes the main manifestations of the hidden debt risks of the local governments arising from urban rail transit; to avoid further expansion of debt risks and to formulate feasible development countermeasures, some policy suggestions are put forward, such as carrying out the project according to its ability, speeding up the reform to reduce the cost, improving the policy and implementing of responsibility, and strictly carrying out the procedure and strengthening evaluation.
