| 摘 要： | 基于企业能力理论,从投资决策能力形成的基础、投资决策能力的形成途径和投资决策能力的内容3个方面构建了BOT项目投资决策能力的模型,提出建立相应的投资决策机构、人员招聘和培训、健全投资管理制度等投资决策能力培育的手段和方法,为提升我国建筑企业的投资决策效率和水平提供了理论指导和政策建议.
