全力推进前期工作加大投资控制力度促进铁路又好又快发展

全面完成2007年全路各项计划工作,要加快推进前期工作,确保大规模铁路建设的良好发展势头;加强投资控制,抓好源头控制、过程控制、事后监查,充分发挥投资效益,提高铁路发展质量;更新改造资金的安排要以生产性和经营性项目为重点,主要安排运输急需项目;加快投融资体制改革,广泛吸引社会资金,规范合资铁路管理;把握外资使用方向,提高利用外资效率,加强外资的实施管理,为促进铁路又好又快发展作出更大贡献。

Boost Work in Early Stage,Intensify Investment Control,Promote Railway Quality Development

To accomplish the planning work in 2007, planning department must boost the work in early stage, to ensure the favorable developing trend of large-scale railway construction; intensify control over investment, stress on source control, process control and sequent supervision; optimize investment yield, improve growth quality; make allocation of upgrading fund centered on productive and operative projects; accelerate investment and financing reform, absorb social input, regulate management of joint-venture railway; grasp the flow direction of foreign capital, improve efficiency of foreign capital, therefore, the department could make greater contribution to quality growth of railway system.
