In current practice, very few Metropolitan Planning Agencies attempt to capture the effects of transportation system changes on land use, and the consequent feedback effects on transportation system performance, despite substantial evidence that these effects may be significant. In this paper, we present a case study on the application of UrbanSim, a detailed land use simulation model system, and its integration with a regional travel demand model in the Greater Wasatch Front area of Utah. Like several other metropolitan areas, this region has recently been confronted with legal challenges to proposed highway projects, drawing substantial scrutiny to the land use-transportation connection. We describe the UrbanSim model specification, results from model estimation, and sensitivity analyses conducted with the combined land use and travel model system. The results of the sensitivity analysis suggest that accounting for the land use effects of a regional transportation plan may produce significant shifts in key transportation evaluation measures such as vehicle miles traveled, vehicle hours traveled, and hours of congestion delay.  相似文献

Cities in developing countries like India are facing some of the same concerns that North American cities are: congestion and urban growth. However, there is a sense of urgency in cities like Delhi, India in that this growth is far more rapid as both urbanization and motorization are ongoing processes that have not yet peaked. In this paper, we examine land use change and its relationship with transportation infrastructure and other planning related variables in a spatial context. We estimate land use change models at two different scales from separate data. Cellular automation and Markov models were used to understand change at the regional scale and discrete choice models to predict change at the local level. The results suggest that land use in the Delhi metropolitan area is rapidly intensifying while losing variety. These changes are affected by industrial, commercial and infrastructure location and planners and policy-makers need to better understand the implications of location decisions. We also examine these results in the context of a policy framework for data-based planning that links land use and transportation models for Delhi.  相似文献

In this paper, we will first review literature of the land use and transportation interaction and then develop a new land use allocation methodology called Three Stages-Two-Feedback Method (Integration Method) for both land use allocation and the transportation policy options with a practical implementation. Then we apply this method in an urban general planning project in China with more than 1.2 million populations. In this project, we evaluated three land use allocation strategies and three transportation policy options using two application tools (with and without feedbacks) using this method implemented in a land use planning system UPlan and a transportation planning system Emme. The results show that the use of the feedback method (Application Two) results in a vehicle distance reduction and the increase in the service coverage area of transit bus stops at the same time. Due to the use of transportation accessibility and the congestion measures with a MSA implementation, the accessibility measure shows a convergent process over iterations. This nice feature can be used for alternative comparisons. Future research subjects are also discussed.  相似文献

This study demonstrates the sequential linking of two types of models to permit the comprehensive evaluation of regional transportation and land use policies. First, we operate an integrated urban model (TRANUS), which represents both land and travel markets with zones and networks. The travel and land use projections from TRANUS are outlined, to demonstrate the general reasonableness of the results, as this is the first application of a market-based urban model in the US. Second, the land use projections for each of the 58 zones in the urban model were fed into a Geographic Information System (GIS)-based land allocation model, which spatially allocates the several land uses within each zone according to simple accessibility rules. While neither model is new, this is one of the first attempts to link these two types of models for regional policy assessments. Other integrated urban models may be linked to other GIS land allocation models in this fashion. Pairing these two types of models allows the user to gain the advantages of the urban models, which represent spatial competition across a region and produce measures of user welfare (traveler and locator surplus), and the advantages of the GIS land allocation models, which produce detailed land use maps that can then be used for environmental impact assessment.  相似文献

A package of large-scale investments in the transportation infrastructure in the Stockholm metropolitan region is currently being proposed. It contains new investments in the railway and subway systems as well as new links in the road system. This paper deals with the issue of appraising this kind of investment program. One major problem is the lack of a unique standard method, and it is argued that several tools should be used in a practical evaluation of large-scale investments in the transportation system.Four different approaches are presented and related to each other. First, one study uses a network-based mode-split/assignment model with a fixed trip matrix. The second study is complementary, as its aim is to also trace the impacts on the spatial distribution of population and jobs by applying an integrated transportation and land use model. Third, the long-run effects of the investments on regional economic growth are discussed within the framework of regional production functions. This paper develops a multiobjective optimization model to consider transportation impacts of the future development of land. The output of the model is the best location and type of land use that has minimal negative transportation effects and uses the maximum available public transportation infrastructure. It provides tools for both planners and transportation engineers and enables them to consider different scenarios of possible policies and land development. Since multiple objectives and their nonlinear structures are considered, the model is solved using mixed integer nonlinear programming. The final results are shown in both tabular and graphical format. The effectiveness of the model is applied to the northern part of New Castle County, Delaware. The results show that the model successfully finds the best locations for both residential and commercial land uses in order to meet several criteria discussed in the paper.  相似文献

The developing countries in their effort in promoting and guiding their industrialization program require effective land use and transportation planning to facilitate the urbanization process and optimize the use of resources. The recent rapid industrialization process in the Johor Bahru metropolitan area due to overspill development from Singapore, the Johor (Malaysia) and Batam Island (Indonesia), the Singapore development triangle proposal and policy deregulation of the Johor State government needreexamination of the existing Structure Plan policy (1984) framework for this region. A fast emerging component of the urban transportation problem in cities of the Third World is the problem of traffic congestion. Rapid increases in car ownership coupled with poor land use planning, inadequate road space, lack of regulated parking systems, uneducated use of the road by pedestrians, and bad driving behavior of motorists have all combined to produce congestions comparable to those experienced in cities in the advanced parts of the world. Traffic management measures have been tried in some of the major cities such as road expansion and redistribution of land uses in city centers, but most have produced minimal results. It is recommended in this paper that city authorities adopt an integrated approach to congestion with emphasis on influencing the behavior of the road users.  相似文献

Traffic congestion has received considerable public and media attention over the past several years. However, many of the transportation and land use actions offered to deal with the congestion phenomenon focus only on a specific site or at most a subregion of the metropolitan area. This paper argues that congestion in many cases is an areawide phenomenon requiring consideration from a regional and programmatic viewpoint. A ten-point congestion-relief program developed for eastern Massachusetts is described. Actions in this program included those aimed to mitigate current congestion and avoid future congestion through land use management. Four policy areas are emphasized - providing transportation system improvements, managing transportation demand, managing land use, and managing the institutional and funding framework. The paper concludes that because of the political nature of the congestion problem, the congestion-relief program's importance lies more in the message it sends to the public that programmatic action is being taken. The paper also concludes that a regional approach is necessary thus requiring close examination of existing institutions, that demand management is an important component of the strategy, that the private sector has an important role to play, and that the long-term effectiveness of the program relates to the success of attempts to institutionalize efforts into zoning and permit procedures.  相似文献

This paper presents a system dynamics approach to simultaneous land use/transportation system performance modeling. A model is designed based on the causality functions and feedback loop structure between a large number of physical, socioeconomic, and policy variables. The model system consists of 7 sub‐models: population, migration of population, household, job growth‐employment‐land availability, housing development, travel demand, and traffic congestion level. The model is formulated in DYNAMO simulation language, and tested on a data set from Montgomery County, MD. In Part I: Methodology, the overall approach and the structure of the model system is discussed and the causal‐loop diagrams and major equations are presented. In Part II: Application, the model is calibrated and tested with data from Montgomery County, MD. Least square method and overall system behavior are used to estimate the model parameters. The model is fitted with the 1970–80 data and validated with the 1980–1990 data. Robustness and sensitivities with respect to input parameters such as birth rate or regional economy growth are analyzed. The model performance as a policy analysis tool is also examined by predicting the year by year impacts of highway capacity expansion on land use and transportation system performance. While this is a first attempt in using dynamic system simulation modeling in simultaneous treatment of land use and transportation system interactions, and model development and application are limited to some extent due to data availability, the results clearly indicate that the proposed method is a promising approach in dealing with complex urban land use/transportation modeling  相似文献

The current pattern of metropolitan transportation and land development in the majority of countries around the world appears to be increasingly unsustainable from both an economical and environmental perspective. Many factors point to the need for adoption of a new paradigm for sustainable transportation and development in both high and low income countries—burgeoning populations, growing air pollution, limits on global petroleum reserves, limited physical and economic capacity to expand automobile-based transportation systems without community destruction, and the urgent need to limit global CO2 emissions to slow the pace of global warming. This paper outlines some of the conceptual differences between the current paradigm for transportation planning and an emerging paradigm for sustainable transportation and land development. It compares the US and European patterns of transport and land development, which often inspire transportation decision-makers and planners in developing countries. The paper reviews the patterns of development in the cities of several developing countries, identifying policies than can enhance sustainability.  相似文献

A combined transportation-land use model is proposed in this paper. Unlike other existing urban land use and transportation planning models in which a “fixed demand” for services is assumed to be known at the zonal level of an urban area, zonal travel demand is endogenously determined together with link congestion costs, optimal amounts of production and resulting efficient densities of land uses, once the transportation network is given. Some characteristics of alternative solutions are demonstrated. The proposed model represents progress over previous efforts in combining land use-transportation problems since the travel choice as to origin, destination and routes as well as amounts of goods to be produced at the optimal density of land uses are integrated into a consistent mathematical programming framework.  相似文献

The persistence of environmental problems in urban areas and the prospect of increasing congestion have precipitated a variety of new policies in the USA, with concomitant analytical and modeling requirements for transportation planning. This paper introduces the Sequenced Activity-Mobility Simulator (SAMS), a dynamic and integrated microsimulation forecasting system for transportation, land use and air quality, designed to overcome the deficiencies of conventional four-step travel demand forecasting systems. The proposed SAMS framework represents a departure from many of the conventional paradigms in travel demand forecasting. In particular, it aims at replicating the adaptative dynamics underlying transportation phenomena; explicitly incorporates the time-of-day dimension; represents human behavior based on the satisficing, as opposed to optimizing, principle; and endogenously forecasts socio-demographic, land use, vehicle fleet mix, and other variables that have traditionally been projected externally to be input into the forecasting process.  相似文献

Many metropolitan areas have started programs to monitor the performance of their transportation network and to develop systems to measure and manage congestion. This paper presents a review of issues, procedures, and examples of application of geographic information system (GIS) technology to the development of congestion management systems (CMSs). The paper examines transportation network performance measures and discusses the benefit of using travel time as a robust, easy to understand performance measure. The paper addresses data needs and examines the use of global positioning system (GPS) technology for the collection of travel time and speed data. The paper also describes GIS platforms and sample user interfaces to process the data collected in the field, data attribute requirements and database schemas, and examples of application of GIS technology for the production of maps and tabular reports.  相似文献

Urban planners usually consider the transportation system and land use systems in different ways. The node place model is an analytical tool that explores the interaction between the transportation and land use systems in station areas in an urban region. The essential issue with the node place model is spatial. To address this issue, spatial indices are added to the model. Another purpose of this paper is to provide a procedure to identify the most effective transportation and land use dynamics in station areas. In this respect, canonical correlation analysis was conducted on data concerning Tehran’s subway stations. The resulting spatial indices have a fairly logical relationship with other transportation and land use indices, and it is useful to incorporate these indices in the node place model. The case studies demonstrated that a well-integrated, continuous and dense spatial configuration of the street network in station areas is associated with an increase in the variety and intensity of activities, an increase in the workforce and better accessibility for the station by attracting greater pedestrian movement. Additionally, these case studies indicated that to sustain a station area, the streets that exist in a station area and the streets that are connected to a station should be connected to the streets that locally benefit from well-integrated areas within fewer steps.  相似文献

This study explores the optimal investment in the length of an expanded section of road to mitigate the congestion on a transportation corridor. It is assumed that one end of the road is in the central business district (CBD) and that the households are uniformly distributed along the road. Each individual makes trips from his/her residence to the CBD. Trip demand is elastic and depends on the cost of the trip (including congestion costs). During the first stage, the government determines the length of the expanded section given the width of that section. In the second stage, road users determine their trip demands by taking into consideration the trip cost function. In the process of solving this problem, the equilibrium traffic volume is first solved using differential equations. The optimal length of the expanded section is then solved by maximizing the social welfare. The analysis is then applied to the case of the Tucheng city – Banciao city – Taipei CBD corridor in the Taipei metropolitan area. The scheme of road expansion without tolling performs closely to the first-best scheme for the case of a high potential demand. This study’s approach can serve as valuable reference for city planners engaged in road planning in a transportation corridor between the CBD and satellite cities in a metropolitan area.  相似文献

The focus of this paper is on the development of a methodology to identify network and demographic characteristics on real transportation networks which may lead to significant problems in evacuation during some extreme event, like a wildfire or hazardous material spill. We present an optimization model, called the critical cluster model, that can be used to identify small areas or neighborhoods which have high ratios of population to exit capacity. Although this model in its simplest form is a nonlinear, constrained optimization problem, a special integer-linear programming equivalent can be formulated. Special contiguity constraints are needed to keep identified clusters spatially connected. We present details on how this model can be solved optimally as well as discuss computational experience for several example transportation networks. We describe how this model can be integrated within a GIS system to produce maps of evacuation risk or vulnerability. This model is now being utilized in several research projects, in Europe and the US.  相似文献

In Los Angeles emphasis in transportation planning has recently shifted from facility construction to transportation system management and the control of land use with the goal of slowing the growth in traffic congestion. This paper critically examines several recent transportation growth management strategies in Los Angeles, and concludes that though they were well intentioned, they might not lead to the intended consequences.  相似文献
