3月3日,交通运输部南海航海保障中心三沙航标处在海口正式揭牌成立。三沙航标处是由原西沙航标处、南沙航标处两个单位通过内部资源优化整合,经中编办批复同意设立,主要负责西沙、中沙、南沙海域的航标建设养护等航海保障技术支持和服务保障工作,下设永兴、永乐、永暑、渚碧、美济5个航标管理站,管辖范围覆盖西沙全域和南沙的重点岛礁。  相似文献

正新春时节,阖家团圆之际,远在祖国海疆一线的西南沙灯塔值守人员为保障春运,坚持值守,悉心维护设施设备,保障春运南海海域的通航安全。受疫情影响,2020年南沙灯塔平均单次值守都要长达5至6个月左右,而且应疫情防控部署要求,上岛前都要进行集中隔离,南沙海况复杂,通航船舶周期也不固定,所以集中隔离时间也不固定,有时上岛前集中隔离就要长达一个月,所以这段特殊的时间南沙灯塔值守十分考验人员的身体和心理素质,但是就是这样的严峻考验下,很多同志坚守在岛礁一线,担当作为,保障南海海域安全。  相似文献

从水动力条件、水环境和近岸生态系统3个方面分析了南沙港区规划实施对海洋环境的影响。采用二维潮流数学模型预测规划方案对水动力条件的影响,结果表明,规划方案顺应海域潮流特征,不会引起水动力条件发生明显变化;港区日污水发生量远小于规划区域水环境承载力,且港区周围规划建设市政污水处理厂,规划实施对水环境影响有限;在采纳人工增殖放流、限制施工时间、适当调整规划等保护建议条件下,规划实施对黄唇鱼市级自然保护区、大虎岛自然景观与咸淡水鱼类产卵场保护区、坦头红树林及沙尾滨海湿地等生态敏感区的影响在可接受范围内。  相似文献

就海上作战战法而言,掌握海洋环境参数及其变化与掌握敌情态势同等重要,海洋环境要素是在作战准备和临战对抗行动中取得主动权所不可或缺的条件。因此,使各级海上指战员了解并利用环境因素以取得军事优势,是现代高技术条件下作战的一个主要方面。美国海军非常重视环境信息技术,从环境信息数据库系统、决策综合信息支持系统及信息获取、提供、处理到水面水下不同应用特色等方面介绍了几个成熟的系统,希望为我国海军的信息化技术发展提供参考。  相似文献

为全面掌握我国管辖海域环境状况,2012年,国家海洋局组织各级海洋行政主管部门对我国管辖海域海洋环境实施监测,各级海洋环境监测机构共完成约8400个站位的监测工作,获得各类海洋环境监测数据240余万个. 2012年,我国海洋环境质量状况总体较好,但近岸海域环境问题依然突出. 一、海洋环境状况总体较好,部分近岸海域污染严重 2012年,我国管辖海域海水环境状况总体较好,符合第一类海水水质标准的海域面积约占我国管辖海域面积的94%;近岸以外海域水质总体良好并保持稳定;沉积物质量状况总体良好,96%以上站位符合第一类海洋沉积物质量标准.  相似文献

由于土地资源紧缺、国家经济和近海渔业养殖技术的发展,围填海已成为缓解土地资源和渔业养殖设施建设的主要方式之一。文章采用历史回顾和对比分析的方法,从水文动力等几个方面分析了近几十年来我国围填海工程对海洋环境的影响。结果表明,围填海工程会对海洋环境产生巨大的破坏,造成附近海域水交换率下降、纳潮量降低等问题,对海洋环境的危害多于其积极影响,且长期效应不可预计。  相似文献

Recent measurements of wave induced hull strain and flexure in RN warships are presented together with the derivation of the current design criteria for extreme hull girder bending loads. The history of the development of the shipboard instrumentation used is given and recent developments to improve the quality and ease of analysis of the data are described. An unexpectedly high transverse asymmetry in the longitudinal strains measured in destroyers is shown to be the result of a combination of vertical and lateral bending in oblique seas. Finally recent theoretical comparisons between the loading of Deep-Vee hulls and conventional UK rounded bilge hulls are presented which demonstrate the higher loading experienced by this type of hull form.  相似文献

Despite the many socio-economic similarities between Sweden and Norway, differences in jurisdiction, organisation, cooperation, and financing of long-distance passenger train and coach services have led to the development of four distinctively different ways of serving the markets. This paper describes how the train and coach markets have developed in the two countries, with emphasis on regulatory and industrial structure and a couple of performance variables.Looking at passenger rail, both countries separated infrastructure from operation over a decade ago. However, while Norwegian rail is characterised by an almost monopoly supplier, rail services in Sweden are partly decentralised to the responsibility of county authorities and are widely subjected to competitive tendering. The rest of the network is about to be opened up for on-the-track competition. Swedish Rail (SJ) has spent the last decades consolidating its core business (passenger rail) and sold out its other businesses. In contrast, the Norwegian state rail (NSB) has expanded its business to become a major bus operator and property owner, with extensions also into the Swedish market.The coach industry was more recently deregulated in both countries. The Swedish coach market is dominated by privately owned companies operating services to and from Stockholm. In Norway, state-owned NSB is a major coach operator on medium distance routes, and is also the largest partner of Nor-Way Bussekspress which totally dominates long-distance coach services. Further, the Norwegian coach market is characterised by cross-ownership and cooperation which has enabled an extensive route network which covers most of Norway.We find distinct differences in achievements in the two modes and in the two countries. Swedish rail services have succeeded in winning market shares and in renewing and developing both infrastructure and service levels to a greater extent than the Norwegian model. On the other hand, the Norwegian coach market seems to be more developed and efficient compared to its Swedish counterpart.The paper concludes with a discussion on the possible links between the different approaches and the performance observed, with the aim to stimulate further and more detailed research on some important issues.  相似文献
