Based upon a long-term historical data set of US passenger travel, a model is estimated to project aggregate transportation trends through 2100. One of the two model components projects total mobility (passenger-km traveled) per capita based on per person GDP and the expected utility of travel mode choices (logsum). The second model component has the functional form of a logit model, which assigns the projected travel demand to competing transportation modes. An iterative procedure ensures the average amount of travel time per person to remain at a pre-specified level through modifying the estimated value of time. The outputs from this model can be used as a first-order estimate of a future benchmark against which the effectiveness of various transportation policy measures or the impact of autonomous behavioral change can be assessed.  相似文献

This paper investigates the Granger-causality relationship between income and transportation of EU-15 countries using a panel data set covering the period 1970–2008. In the study, inland freight transportation per capita in ton-km (TRP), inland passenger transportation per capita in passenger-km (PAS), and road sector gasoline fuel consumption per capita in kg of oil equivalent (GAS) are used as transportation proxies and GDP per capita is used as measure of income. Our findings indicate that the dominant type of Granger-causality is bidirectional. Instances of one-way or no Granger-causality were found to correspond with countries with the lowest income per capita ranks in 1970 and/or in 2008. Although we conclude that there is an endogenous relationship between income and transportation, this is not observed until after an economy has completed its transition in terms of economic development.  相似文献

A review of the problem of road accidents in Gulf countries is presented. A special reference is made to the road safety problem in Kuwait. Using cross‐sectional data from Gulf countries and six other Middle Eastern countries and time‐series data for Kuwait, significant relationships are established between fatality rates and motorization levels. Fatality rates per vehicle were found to be inversely related to vehicle ownership levels. Fatality rates are also related to some social and economical parameters including population per physician, population per hospital bed, school‐age population attending schools, vehicle ownership and gross national product per capita.  相似文献

In this paper we use simulation to analyze how flight routing network structure may change in different world regions, and how this might impact future traffic growth and emissions. We compare models of the domestic Indian and US air transportation systems, representing developing and mature air transportation systems respectively. We explicitly model passenger and airline decision-making, capturing passenger demand effects and airline operational responses, including airline network change. The models are applied to simulate air transportation system growth for networks of 49 airports in each country from 2005 to 2050. In India, the percentage of connecting passengers simulated decreases significantly (from over 40% in 2005 to under 10% in 2050), indicating that a shift in network structure towards increased point-to-point routing can be expected. In contrast, very little network change is simulated for the US airport set modeled. The simulated impact of network change on system CO2 emissions is very small, although in the case of India it could enable a large increase in demand, and therefore a significant reduction in emissions per passenger (by nearly 25%). NOx emissions at major hub airports are also estimated, and could initially reduce relative to a case in which network change is not simulated (by nearly 25% in the case of Mumbai in 2025). This effect, however, is significantly reduced by 2050 because of frequency competition effects. We conclude that network effects are important when estimating CO2 emissions per passenger and local air quality effects at hub airports in developing air transportation systems.  相似文献

The discrepancy between the projected demand for arrival slots at an airport and the projected available arrival slots on a given day is resolved by the Ground Delay Program (GDP). The current GDP rationing rule, Ration-by-Schedule, allocates the available arrival slots at the affected airport by scheduled arrival time of the flights with some adjustments to balance the equity between airlines. This rule does not take into account passenger flow and fuel flow performance in the rationing assignment tradeoff.This paper examines the trade-off between passenger delays and excess surface fuel burn as well as airline equity and passenger equity in GDP slot allocation using different rationing rules. A GDP Rationing Rule Simulator (GDP-RRS) is developed to calculate performance and equity metrics for all stakeholders using six alternate rules. The results show that there is a trade-off between GDP performance and GDP equity. Ration-by-Passengers (a rule which maximizes the passenger throughput) decreased total passenger delay by 22% and decreased total excess fuel burn by 57% with no change in total flight delay compared to the traditional Ration-by-Schedule. However, when the airline and passenger equity are primary concerns, the Ration-by-Schedule is preferred.  相似文献

European international scheduled aviation has been characterised by bans on market entry, price collusion, and capacity sharing. High fares were charged compared to world standards and the fares charged by European charter airlines.In May 1986 new entrants with pricing freedom were permitted on the London-Dublin route which was then the third largest in European scheduled international aviation. Prior to deregulation the route experienced high fare growth. The unrestricted fare ex-London increased 72.6 per cent compared to a Retail Price Index increase of 41.5 per cent. There was a growth in passenger numbers in the years 1980–85 of 2.8 per cent.Since deregulation passenger numbers have risen to 2.3 million compared to 994,000 before deregulation. Fares have declined by an estimated 37 per cent ex-Dublin and 42 per cent ex-London in real terms. There have been four cases of market entry and one of market exit. The estimated share of the new entrants in the second half of 1989 was 28 per cent. The preregulation earnings data of Aer Lingus, the market leader, indicated that protection allowed staff to earn economic rents. A two-tier structure was introduced in response to competition.Remaining barriers to contestability in UK/Ireland aviation include hub airport dominance, ground handling monopolies, and the ability of airlines with routes in both regulated and deregulated markets to engage in geographical price discrimination against airlines with routes in deregulated markets only. A pro-contestability aviation policy in Europe will require measures to prevent the abuse of dominant positions by established airlines over new market entrants and to prevent collusion between established airlines.  相似文献

Increasing congestion at major hubs and the advantage to passengers of non-stop flights and faster journey times has intensified the debate on patterns of air service. At the same time the economics of highly focused networks has been challenged by the availability of very economic smaller capacity long-haul aircraft. The purpose of this research is to value the environmental costs of these two patterns of service: hub-to-hub and hub by-pass. Five long-haul markets were evaluated both on a hub to hub and hub by-pass basis. These involved both transatlantic and Europe/Asia flights. It was found that the noise and emissions social cost impact of the hub by-pass networks was significantly lower than the hub to hub in all cases. Differences in environmental costs per passenger depend on the concentration of population around the airports and the degree to which the hub routing involves extra mileage.  相似文献

Conventional transportation practices typically focus on alleviating traffic congestion affecting motorists during peak travel periods. One of the underlying assumptions is that traffic congestion, particularly during these peak periods, is harmful to a region’s economy. This paper seeks to answer a seemingly straightforward question: is the fear of the negative economic effects of traffic congestion justified, or is congestion merely a nuisance with little economic impact? This research analyzed 30 years of data for 89 US metropolitan statistical areas (MSAs) to evaluate the economic impacts of traffic congestion at the regional level. Employing a two-stage, least squares panel regression model, we controlled for endogeneity using instrumental variables and assessed the association between traffic congestion and per capita gross domestic product (GDP) as well as between traffic congestion and job growth for an 11-year time period. We then investigated the relationship between traffic congestion and per capita income for those same 11 years as well as for the thirty-year time period (1982–2011) when traffic congestion data were available. Controlling for the key variables found to be significant in the existing literature, our results suggest that the potential negative impact of traffic congestion on the economy does not deserve the attention it receives. Economic productivity is not significantly negatively impacted by high levels of traffic congestion. In fact, the results suggest a positive association between traffic congestion and per capita GDP as well as between traffic congestion and job growth at the MSA level. There was a statistically insignificant effect on per capita income. There may be valid reasons to continue the fight against congestion, but the idea that congestion will stifle the economy does not appear to be one of them.

Hubs act as switching points for interactions and so are places through which flows are concentrated. This research uses the interactions between a system of cities as an experimental context for understanding selected environmental costs and benefits of concentrated flow. Whether hub based networks create additional environmental costs has been debated in the literature. In this paper, fuel burn is used as an indicator of environmental cost. The essential ideas are: (1) to examine fuel costs associated with larger aircraft; (2) to determine implications of higher loads on dense routes; and (3) to model the resulting implications for hub and gateway location. Variants of these questions apply to passenger and freight flows, and the paper will initially concentrate on passenger models.The paper shows that by modeling fuel burn and introducing a fixed charge (like a set up cost), a multiple allocation hub and spoke model can be adjusted to direct more or less flow onto the inter-facility connector. In other words, usage of multiple connections and direct links can be controlled and modeled as a function of the fixed charge. The resulting networks are characterized by quite different levels of passenger miles, aggregate fuel burn and fixed charges. The preferred network in terms of minimal fuel burn is found by subtracting the fixed set up charge, thereby focusing attention on the modeled fuel burn. The lowest cost set up is a network with a high degree of connectivity, and a pure single assignment hub network has the highest fuel cost (as a result of larger passenger miles needed by connecting paths). The data also allow a tabulation of total passenger miles, which, not surprisingly, track very closely with the fuel burn. In an interesting application of the ideas, it is shown that a fuel efficient network may require a large number of smaller regional jets, and in the interests of avoiding noise and congestion from so many extra airport operations, the carriers may choose to substitute a smaller number of larger planes, thereby slightly increasing fuel needs. This paper also provides a key ingredient for models of an international network where it is impossible to serve many long distance market pairs without consolidation.  相似文献

Tolls have increasingly become a common mechanism to fund road projects in recent decades. Therefore, improving knowledge of demand behavior constitutes a key aspect for stakeholders dealing with the management of toll roads. However, the literature concerning demand elasticity estimates for interurban toll roads is still limited due to their relatively scarce number in the international context. Furthermore, existing research has left some aspects to be investigated, among others, the choice of GDP as the most common socioeconomic variable to explain traffic growth over time. This paper intends to determine the variables that better explain the evolution of light vehicle demand in toll roads throughout the years. To that end, we establish a dynamic panel data methodology aimed at identifying the key socioeconomic variables explaining changes in light vehicle demand over time. The results show that, despite some usefulness, GDP does not constitute the most appropriate explanatory variable, while other parameters such as employment or GDP per capita lead to more stable and consistent results. The methodology is applied to Spanish toll roads for the 1990–2011 period, which constitutes a very interesting case on variations in toll road use, as road demand has experienced a significant decrease since the beginning of the economic crisis in 2008.  相似文献

Abstract

Understanding work zone traffic behavior is important for the planning and operation of work zones. The objective of this paper is to develop a mathematical model of work zone traffic flow elements by analyzing the relationships between speed, flow, and density that can be used to estimate the capacity of work zones. Traffic flow data were collected from 22 work zone sites on South Carolina interstate highways. The scatter plots of the collected data demonstrate that the relationship between speed and density does not follow Greenshields’ linear model. A non-linear hyperbolic model was developed to describe the relationship between speed and density. Using this model the capacity of a work zone was estimated to be 1550 passenger cars per hour for 2-lane to 1-lane closures. Adjustments to this capacity value to consider other types of vehicle as well as the work zone intensity are provided. Highway agencies can use this estimated capacity along with anticipated traffic demand to schedule work zone operations to avoid long periods of over-saturation.

The tapered approach to work zone lane closures used by South Carolina is similar to methods used in work zones throughout the world. The authors believe that the methodology described in this paper for modeling work zone traffic as well as estimating work zone capacity is transferable to other countries. The conversion of actual volumes to passenger car equivalents may have to be modified due to the significant differences in traffic makeup between the United States and other countries.  相似文献

A lot of resources have .been committed to the provision of transport infrastructure in Eastern and Southern Africa. Some of these resources have been borrowed from outside and have to be repaid. Hence the need to maximize their use. However, this is being minimized by non‐infrastructural bottlenecks to traffic flow. These range from macro‐economic constraints with implications for passenger (bus) transport such as the non‐availability or acute shortage of foreign exchange to slow, cumbersome documentation procedures particularly for cross‐border traffic.

The Preferential Trade Area (PTA) for Eastern and Southern Africa is geared to the reduction and eventual elimination of actual and potential non‐physical barriers to traffic flow, for which it has instituted a number of schemes. After introductory remarks on the sub‐regional economy, its transport sector and avenues for sub‐regional cooperation and the implementation of these schemes is assessed and other non‐physical barriers yet to be addressed by the PTA are examined before conclusions are drawn.  相似文献

Since the passage of the Intermodal Surface Transportation Efficiency Act in 1991, a significant number of state highway agencies have started to develop and implement statewide travel demand models to meet policy and legislative development needs. Currently, however, a lack of up-to-date multimodal and inter-regional passenger travel data hampers analysts’ ability to conduct quantitative assessments of long-distance travel infrastructure investment needs, at both the national and statewide levels. Despite these data limitations, but also largely shaped by them, long-distance travel modelling has become an increasingly popular topic in recent years. This paper reviews several methodologies for multimodal inter-regional travel demand estimation, drawing examples from both state-specific modelling within the USA and from fully national models being developed and applied in other parts of the world, notably in Europe.  相似文献

Mitigation of greenhouse gas emissions from transportation has become increasingly important and challenging especially for developing countries. This paper takes the inter-city passenger transport in China as a case, and develops a system dynamics model for policy assessment and CO2 mitigation potential analysis. It is found that the future demand for China’s inter-city passenger transport is expected to be large, with the turnover volume growing at a rate of 9% per annum and amounting to 6600 billion p-km in 2020. Major emissions reduction potential exists in inter-city passenger transport. In 2020, comparing to the case without any specific policies stressing mitigation, the reduction of CO2 emissions ranges from 26% to 32% under those scenarios with policy controls. Sensitivity analysis reveals that the CO2 mitigation will be best achieved by accelerating the development of railway network, together with slowing down the extension of highway network and imposing fuel taxes.  相似文献

ABSTRACT

The impacts of air transport on the economy arise both directly, via activity in the aviation sector; and indirectly, via increased spending and wider economic benefits associated with improved access to resources, markets, technology and economic mass. Economic activity, in turn, supports and generates demand for air transport. Despite its potential importance, the reciprocal nature of the causal relationship between air transport and economic performance has remained somewhat understudied. This paper provides a synthesis review of the channels the aviation sector interacts with regional economy. The review focuses on quantitative studies that contribute to the state-of-the-art understandings of the causality. We find that the reciprocal causal relationship is more likely to prevail in less developed economies. For more developed economies, only one direction of the causality is recognised, which runs from air transport to economic growth. Especially substantial is the effect of airline enplanement on service-related employment. The reverse direction of the relationship is, however, not as significant as believed in a causal sense within the developed world. Therefore, cautions need to be taken when applying income elasticities (such as the elasticity of air passenger demand with respect to GDP) in air travel demand forecasting, which implicitly assumes that economic growth causally leads to air traffic increment. Based on the fundamental links between air transport and economic growth, some typical imperfections and inefficiencies in aviation markets are discussed and promising avenues for future research are proposed.  相似文献

This paper compares different optimization strategies for the minimization of flight and passenger delays at two levels: pre-tactical, with on-ground delay at origin, and tactical, with airborne delay close to the destination airport. The optimization model is based on the ground holding problem and uses various cost functions. The scenario considered takes place in a busy European airport and includes realistic values of traffic. A passenger assignment with connections at the hub is modeled. Statistical models are used for passenger and connecting passenger allocation, minimum time required for turnaround and tactical noise; whereas uncertainty is also introduced in the model for tactical noise. Performance of the various optimization processes is presented and compared to ration by schedule results.  相似文献

In this paper, we build an aggregate demand model for air passenger traffic in a hub-and-spoke network. This model considers the roles of airline service variables such as service frequency, aircraft size, ticket price, flight distance, and number of spokes in the network. It also takes into account the influence of local passengers and social-economic and demographic conditions in the spoke and hub metropolitan areas. The hub airport capacity, which has a significant impact on service quality in the hub airport and in the whole hub-and-spoke network, is also taken into consideration.Our demand model reveals that airlines can attract more connecting passengers in a hub-and-spoke network by increasing service frequency than by increasing aircraft size in the same percentage. Our research confirms the importance of local service to connecting passengers, and finds that, interestingly, airlines’ services in the first flight leg are more important to attract passengers than those in the second flight segment. Based on data in this study, we also find that a 1% reduction of ticket price will bring about 0.9% more connecting passengers, and a 1% increase of airport acceptance rate can bring about 0.35% more connecting passengers in the network, with all else equal. These findings are helpful for airlines to understand the effects of changing their services, and also useful for us to quantify the benefits of hub airport expansion projects.At the end of this paper, we give an example as an application to demonstrate how the developed demand model could be used to valuate passengers’ direct benefit from airport capacity expansion.  相似文献

The purpose of this paper is to examine the factors influencing and inducing leisure travel; to convey the sensitivity of rail travel receipts to the performance of the economy and more particularly family and personal disposable incomes; to examine the potential for further market research; and finally, to determine ways and means of attracting marginal revenue in the sustainable recreation/tourism sphere to a major public sector asset.

The paper focuses on leisure marketing by Britain's national railway corporation, British Rail (BR), and the relevant activities of its three passenger business sectors: Network SouthEast (NSE), which operates regional and local services in London and the South East (though not the London ‘tube’ system); Regional Railways, which operates regional and local services elsewhere in Great Britain; and InterCity, which operates the long distance express services.

The paper reviews BR's fares promotions of recent years and in particular draws on some examples taken from Regional Railways. This sector is now the only business of British Rail which in principle is subject to a significant public grant, to meet the obligation of a minimum level of service on social grounds. Of the other two passenger businesses, Network SouthEast receives a grant but the current intention is that it should operate on a breakeven basis from the 1992/93 financial year; InterCity runs on a purely commercial basis.  相似文献

This paper is employing the well-known methodology of impact pathway approach to assess the external costs in human health from ship air pollution at port areas. The passenger port of Piraeus, Greece is the scenery of the study. Piraeus port is in the vicinity of the greater Athens metropolitan area where almost half of the country’s population lives. Hence, this port is the central hub of the Greek coastal passenger ship system which connects the islands of the Aegean Sea with land and is characterized by heavy ship traffic. The case study presented in this paper assesses the annual external cost in human health from air emissions produced by all passenger ships and cruise ships calling the port of Piraeus. Health cost from ships at port has been estimated at both local (Athens metropolitan area) and regional level (entire territory of Greece). Results show that higher costs occur at the local level. The dominant pollutants creating this cost are particulate matter (PM2.5, and PM10). Overall, the results indicate that the health impact of Piraeus’s passenger port emissions is not negligible; however the cost of PM10 is considerably lower than the corresponded cost deriving from the land based industries of the Athens regional area for which comparison has been available.  相似文献
