Deviated fixed route transit (DFRT) service connecting rural and urban areas is a growing transportation mode in the USA. Little research has been done to develop frameworks for route design. A methodology to explore the most cost‐effective DFRT route is presented in this paper. The inputs include potential DFRT demand distribution and a road network. A heuristic is used to build possible routes by starting at urban cores and extending in all network directions in certain length increments. All the DFRT routes falling in the length range desired by the users are selected. The cost effectiveness of those routes, defined by operating cost per passenger trip, is compared. The most cost‐effective route is selected and presented in a GIS map. A case study illustrates the methodology in several Tennessee metropolitan regions. The most cost‐effective route length is case specific; some routes (e.g. those out of our Nashville case) are most cost effective when short, while others (e.g. those out of Memphis) are most cost effective when long. Government agencies could use the method to identify routes with the lowest operating cost per passenger given a route length or an operating cost budget. To improve the accessibility of transit system in urban areas, this paper presents a flexible feeder transit routing model that can serve irregular‐shaped networks. By integrating the cost efficiency of fixed‐route transit system and the flexibility of demand responsive transit system, the proposed model is capable of letting operating feeder busses temporarily deviate from their current route so as to serve the reported demand locations. With an objective of minimizing total bus travel time, a new operational mode is then proposed to allow busses to serve passengers on both street sides. In addition, when multiple feeder busses are operating in the target service area, the proposed model can provide an optimal plan to locate the nearest one to response to the demands. A three‐stage solution algorithm is also developed to yield meta‐optimal solutions to the problem in a reasonable amount of time by transforming the problem into a traveling salesman problem. Transit service contracting has responded to fiscal and financial woes of public transit agencies as the most uniquely attractive cost‐saving strategy at present. Most transit service contracting, however, has been in the traditional provision of entire fixed route bus service or commuter express bus service, and exclusive demand responsive service for the general public or for special disadvantaged population groups such as the elderly and/or the handicapped. This paper presents a new module in transit service contracting whereby the public and private operators jointly provide the peak service on the same route and at the same time. While the public agency provides the base demand of the service, the private provider provides the excess demand, both following the same schedules and similar service arrangements. In this paper, proposed service arrangements, costing and contracting procedures are discussed. It is also reported that substantial cost savings ranging from 32 to 57% with an average savings of 48% can be achieved if the excess peak hour bus transit service on highly peaked routes in public transit agencies is contracted to competing private operator(s).  相似文献

Ridership estimation is a critical step in the planning of a new transit route or change in service. Very often, when a new transit route is introduced, the existing routes will be modified, vehicle capacities changed, or service headways adjusted. This has made ridership forecasts for the new, existing, and modified routes challenging. This paper proposes and demonstrates a procedure that forecasts the ridership of all transit routes along a corridor when a new bus rapid transit (BRT) service is introduced and existing regular bus services are adjusted. The procedure uses demographic data along the corridor, a recent origin–destination survey data, and new and existing transit service features as inputs. It consists of two stages of transit assignment. In the first stage, a transit assignment is performed with the existing transit demand on the proposed BRT and existing bus routes, so that adjustments to the existing bus services can be identified. This transit assignment is performed iteratively until there is no adjustment in transit services. In the second stage, the transit assignment is carried out with the new BRT and adjusted regular bus services, but incorporates a potential growth in ridership because of the new BRT service. The final outputs of the procedure are ridership for all routes and route segments, boarding and alighting volumes at all stops, and a stop‐by‐stop trip matrix. The proposed ridership estimation procedure is applicable to a new BRT route with and without competing regular bus routes and with BRT vehicles traveling in dedicated lanes or in mixed traffic. This paper introduces the taxi route network design problem (TXRNDP) for a fixed‐route taxi service operating in Iran and, in similar form, in various other developing countries. The service operates fairly similar to regular transit services in that vehicles are only permitted to follow a certain predetermined route on the network. The service is provided with small size vehicles and main features are that vehicles only depart if full and that there are no intermediate boarding stops. In Iran the service attracts a high modal share but requires better coordination which is the main motivation for the present study. We develop a mathematical programming model to minimize the total travel time experienced by passengers while constraining the number of taxi lines, the trip transfer ratio and the length of taxi lines. A number of assumptions are introduced in order to allow finding an exact rather than heuristic solution. We further develop a linear programming solution to minimize the number of taxis required to serve the previously found fixed‐route taxi network. Results of a case study with the city of Zanjan, Iran, illustrate the resulting taxi flows and suggest the capability of the proposed model to reduce the total travel time, the total waiting time and the number of taxi lines compared to the current taxi operation. Abstract

In large metropolitan areas, public transit is a major mode choice of commuters for their daily travel, which has an important role in relieving congestion on transportation corridors. The purpose of this study is to develop a model which optimizes service patterns (SPs) and frequencies that yield minimum cost transit operation. Considering a general transit route with given stops and origin-destination demand, the proposed model consists of an objective total cost function and a set of constraints to ensure frequency conservation and sufficient capacity subject to operable fleet size. A numerical example is provided to demonstrate the effectiveness of the developed model, in which the demand and facility data of a rail transit route were given. Results show that the proposed model can be applied to optimize integrated SPs and headways that significantly reduce the total cost, while the resulting performance indicators are generated.  相似文献

Transit systems are subject to congestion that influences system performance and level of service. The evaluation of measures to relieve congestion requires models that can capture their network effects and passengers' adaptation. In particular, on‐board congestion leads to an increase of crowding discomfort and denied boarding and a decrease in service reliability. This study performs a systematic comparison of alternative approaches to modelling on‐board congestion in transit networks. In particular, the congestion‐related functionalities of a schedule‐based model and an agent‐based transit assignment model are investigated, by comparing VISUM and BusMezzo, respectively. The theoretical background, modelling principles and implementation details of the alternative models are examined and demonstrated by testing various operational scenarios for an example network. The results suggest that differences in modelling passenger arrival process, choice‐set generation and route choice model yield systematically different passenger loads. The schedule‐based model is insensitive to a uniform increase in demand or decrease in capacity when caused by either vehicle capacity or service frequency reduction. In contrast, nominal travel times increase in the agent‐based model as demand increases or capacity decreases. The marginal increase in travel time increases as the network becomes more saturated. Whilst none of the existing models capture the full range of congestion effects and related behavioural responses, existing models can support different planning decisions. This paper proposes an elastic demand network equilibrium model for networks with transit and walking modes. In Hong Kong, the multi‐mode transit system services over 90% of the total journeys and the demand on it is continuously increasing. Transit and walking modes are related to each other as transit passengers have to walk to and from transit stops. In this paper, the multi‐mode elastic‐demand network equilibrium problem is formulated as a variational inequality problem where the combined mode and route choices are modeled in a hierarchical logit structures and the total travel demand for each origin‐destination pair is explicitly given by an elastic demand function. In addition, the capacity constraint for transit vehicles and the effects of bi‐directional flows on walkways are considered in the proposed model. All these congestion effects are taken into account for modeling the travel choices. A solution algorithm is developed to solve the multi‐mode elastic‐demand network equilibrium model. It is based on a Block Gauss‐Seidel decomposition approach coupled with the method of successive averages. A numerical example is used to illustrate the application of the proposed model and solution algorithm.  相似文献

Conventionally, the objective of transit routing is often set either to minimize the total operational cost, subject to a given level of service quality, or to maximize the service quality at a given acceptable cost. In a deregulated, commercial‐based environment however, such as bus and railway operations in cities of the UK and Hong Kong where several private firms compete in route‐based or area‐based market, routing becomes one of the means for higher returns rather than just for cost saving. In such a case, how do the transit providers set up their routes for profit‐maximization? Will the routing based on the provider's objective meet the user's objective? How do government regulations and policies affect the choice of transit provider's routing strategy? To answer these questions, we first examine the relationship between the objectives of users and transit providers, set up criteria for transit routing quality, and then investigate the possible routing configurations/patterns for a hypothetical case. These criteria include (1) the load factor of transit, (2) the level of route directness, (3) the level of route overlapping, and (4) the total number of routes and (5) the average of route length. These measures are finally applied to a real case in Hong Kong to examine the route changes of Kowloon Motor Bus from 1975 to 1995. The result of the empirical case reveais how key measures such as load factor are controlled by the bus operator and affected by government policies and how the bus routing pattern was adjusted to meet users' need. Facing the dilemma as evident in Hong Kong between the route directness and the efficiency of road use, we suggest that a rational multi‐modal routing structure be put in place if an institutional solution is introduced so that bus and other transit modes can form a sharing program or an alliance.  相似文献

Bus rapid transit system is designed to provide high‐quality and cost‐efficient passenger transportation services. In order to achieve this design objective, effective scheduling strategies are required. This research aims at improving the operation efficiency and service quality of a BRT system through integrated optimization of its service headways and stop‐skipping strategy. Based on cost analysis for both passengers and operation agencies, an optimization model is established. A genetic algorithms based algorithm and an application‐oriented solution method are developed. Beijing BRT Line 2 has been chosen as a case study, and the effectiveness of the optimal headways with stop‐skipping services under different demand levels has been analyzed. The results has shown that, at a certain demand level, the proposed operating strategy can be most advantageous for passengers with an accepted increase of operating costs, under which the optimum headway is between 3.5 and 5.5 min for stop‐skipping services during the morning peak hour depending on the demand with the provision of stop‐skipping services. The effectiveness of the optimal headways with stop‐skipping services is compared with those of existing headways and optimal headways without stop‐skipping services. The results show that operating strategies under the optimal headways with stop‐skipping services outperforms the other two operating strategies with respect to total costs and in‐vehicle time for passengers. The efforts of providing attractive transport service to residents in sparse communities have previously focused on operating flexible transit services. This paper identifies a new category of transit policies, called demi-flexible operating policies, to fill the gap between flexible transit services and conventional fixed-route systems. The passenger cost function is defined as the performance measure of transit systems and the analytic work is performed based on a real-world flag-stop transit service, in which we compare its system performance with another two comparable systems, the fixed-route and flex-route services, at expected and unexpected demand levels in order to be closer to reality. In addition, the dynamic-station policy is introduced to assist the flex-route service to better deal with unexpectedly high demand. Experiments demonstrate the unique advantages of demi-flexible operating policies in providing affordable, efficient, and reliable transport service in low-demand operating environments and this work is helpful to optimize the unifying framework for designing public transit in suburban and rural areas.  相似文献

Stop spacing and service frequency (i.e., the inverse of headway) are key elements in transit service planning. The trade‐offs between increasing accessibility and reducing travel time, which affect transit system performance, need to be carefully evaluated. The objective of this study is to optimize stop spacing and headway for a feeder bus route, considering the relationship between the variance of inter‐arrival time (VIAT), which yields the minimum total cost (including user and operator costs). A solution algorithm, called successive substitution, is adapted to efficiently search for the optimal solutions. In a numerical example, the developed model is applied to planning a feeder bus route in Newark, New Jersey. The results indicate that the optimal stop spacing should be longer that those suggested by previous studies where the impact of VIAT was ignored. Reducing VIAT via certain operational control strategies (i.e., holding/stop‐skipping, transit signal priority) may shorten stop spacing and improve accessibility. This paper defines a novel street Connectivity Indicator (C.I.) to predict transit performance by identifying the role that street network connectivity plays in influencing the service quality of demand responsive feeder transit services. This new C.I. definition is dependent upon the expected shortest path between any two nodes in the network, includes spatial features and transit demand distribution information and is easy to calculate for any given service area. Simulation analyses over a range of networks have been conducted to validate the new definition. Results show a desirable monotonic relationship between transit performance and the proposed C.I., whose values are directly proportional and therefore good predictors of the transit performance, outperforming other available indicators, typically used by planners.  相似文献

This paper is an attempt to develop a generic simulation‐based approach to assess transit service reliability, taking into account interaction between network performance and passengers' route choice behaviour. Three types of reliability, say, system wide travel time reliability, schedule reliability and direct boarding waiting‐time reliability are defined from perspectives of the community or transit administration, the operator and passengers. A Monte Carlo simulation approach with a stochastic user equilibrium transit assignment model embedded is proposed to quantify these three reliability measures of transit service. A simple transit network with a bus rapid transit (BRT) corridor is analysed as a case study where the impacts of BRT components on transit service reliability are evaluated preliminarily.  相似文献

This paper addresses the impacts of different scheduling alternatives for a branching transit route. It examines different schedule alternatives that might be used to optimize the route performance in terms of the passenger traveling time distributed among branch passengers and trunk‐line passengers. The schedule alternatives considered include transit vehicle allocation to different branches, offset shifting across vehicles on different branches, and vehicle holding (slack time) in the transit vehicle schedule. With these variables, several vehicle schedules are devised and examined based on a wide variety of possible passenger boarding scenarios using deterministic service models. Test outcomes provide general conclusions about the performance of the strategies. Vehicle assignment leading to even headways among branches is generally preferred for the case of low passenger demand. However, when passenger demand is high, or the differences between the passenger demands on branches are significant, unequal vehicle assignment will be helpful to improve the overall route performance. Holding, as a proactive strategy in scheduling, has the potential to be embedded into the schedule as a type of slack time, but needs further evidence and study to determine the full set of conditions where it may be beneficial. Offset shifting does not show sufficient evidence to be an efficient strategy to improve route performance in the case of low or high passenger demand.  相似文献

This paper investigates public transit service (fare and frequency) operation strategies in a bi‐modal network with assumption of indifference thresholds‐based travelers' mode choice behavior. Under such behavior, users would switch to a new mode only if its utility is larger than the utility of current mode plus a threshold. The concept of indifference thresholds‐based bi‐modal equilibrium (ITBE) and the properties of the ITBE solution are explicitly proposed. Considering transit operator's different economic objectives (profit‐maximizing, no‐deficit and total system cost‐minimizing), the effect of indifference thresholds on transit fare and frequency schemes is studied. Taxi khattee is a fixed route unregulated shared taxi. It is a very common mode of transportation in Iran. Fixed route, unscheduled operation, open, unlimited pick‐up and drop‐off locations, and share ride are common features of taxi khattees. Low passenger capacity and working in high demand corridors provides for the possibility of high service frequencies any time of the day. Taxi khattees are similar to jitneys, which are obsolete or illegal in many countries. The aim of this research is to design transit network of an area using taxi khattees in addition to buses. The methodology employed in this paper simultaneously considers the costs to the users and operators on the one hand, and those of the public non‐users on the other hand. Taxi khattees are used in the design of a multimodal network along with buses to characterize the appropriate economic domain for their use. Moreover, their operation indices are compared against those of buses. A sensitivity analysis is carried out on various performance measures. Results show taxi khattees should be used in areas where population density is low, work force is inexpensive, social costs are not considered in fare calculation, and users' value of time is high. The study contradicts the common belief that since taxi khattees provide a high frequency compared to buses, they are economically plausible to use in a transit fleet. This paper presents a procedure for the estimation of origin‐destination (O‐D) matrices for a multimodal public transit network. The system consists of a number of favored public transit modes that are obtained from a modal split process in a traditional four‐step transportation model. The demand of each favored mode is assigned to the multimodal network, which is comprised of a set of connected links of different public transit modes. An entropy maximization procedure is proposed to simultaneously estimate the O‐D demand matrices of all favored modes, which are consistent with target data sets such as the boarding counts and line segment flows that are observed directly in the network. A case study of the Hong Kong multimodal transit network is used to demonstrate the effectiveness of the proposed methodology.  相似文献

Public transit structure is traditionally designed to contain fixed bus routes and predetermined bus stations. This paper presents an alternative flexible-route transit system, in which each bus is allowed to travel across a predetermined area to serve passengers, while these bus service areas collectively form a hybrid “grand” structure that resembles hub-and-spoke and grid networks. We analyze the agency and user cost components of this proposed system in idealized square cities and seek the optimum network layout, service area of each bus, and bus headway, to minimize the total system cost. We compare the performance of the proposed transit system with those of comparable systems (e.g., fixed-route transit network and taxi service), and show how each system is advantageous under certain passenger demand levels. It is found out that under low-to-moderate demand levels, the proposed flexible-route system tends to have the lowest system cost.  相似文献

This paper develops a decision‐support model for transit‐based evacuation planning under demand uncertainty. Demand uncertainty refers to the uncertainty associated with the number of transit‐dependent evacuees. A robust optimization model is proposed to determine the optimal pick‐up points for evacuees to assemble, and allocate available buses to transport the assembled evacuees between the pick‐up locations and different public shelters. The model is formulated as a mixed‐integer linear program and is solved via a cutting plane scheme. The numerical example based on the Sioux Falls network demonstrates that the robust plan yields lower total evacuation time and is reliable in serving the realized evacuee demand.
