The urban parking and the urban traffic systems are essential components of the overall urban transportation structure. The short-term interactions between these two systems can be highly significant and influential to their individual performance. The urban parking system, for example, can affect the searching-for-parking traffic, influencing not only overall travel speeds in the network (traffic performance), but also total driven distance (environmental conditions). In turn, the traffic performance can also affect the time drivers spend searching for parking, and ultimately, parking usage. In this study, we propose a methodology to model macroscopically such interactions and evaluate their effects on urban congestion.The model is built on a matrix describing how, over time, vehicles in an urban area transition from one parking-related state to another. With this model it is possible to estimate, based on the traffic and parking demand as well as the parking supply, the amount of vehicles searching for parking, the amount of vehicles driving on the network but not searching for parking, and the amount of vehicles parked at any given time. More importantly, it is also possible to estimate the total (or average) time spent and distance driven within each of these states. Based on that, the model can be used to design and evaluate different parking policies, to improve (or optimize) the performance of both systems.A simple numerical example is provided to show possible applications of this type. Parking policies such as increasing parking supply or shortening the maximum parking duration allowed (i.e., time controls) are tested, and their effects on traffic are estimated. The preliminary results show that time control policies can alleviate the parking-caused traffic issues without the need for providing additional parking facilities. Results also show that parking policies that intend to reduce traffic delay may, at the same time, increase the driven distance and cause negative externalities. Hence, caution must be exercised and multiple traffic metrics should be evaluated before selecting these policies.Overall, this paper shows how the system dynamics of urban traffic, based on its parking-related-states, can be used to efficiently evaluate the urban traffic and parking systems macroscopically. The proposed model can be used to estimate both, how parking availability can affect traffic performance (e.g., average time searching for parking, number of cars searching for parking); and how different traffic conditions (e.g., travel speed, density in the system) can affect drivers ability to find parking. Moreover, the proposed model can be used to study multiple strategies or scenarios for traffic operations and control, transportation planning, land use planning, or parking management and operations.  相似文献

In recent years, red light cameras (RLCs) have been installed at many signalized intersections. The main reason behind installing RLCs is to reduce intersection‐related accidents caused because of a driver's behavior to cross the intersection when the signal turns red. By nature, if the driver is aware of the presence of RLC his or her driving behavior is bound to change. This behavioral change, however, may be intentional or unintentional. This may influence the utilization of yellow intervals resulting in a possible increase in dilemma zone, which in turn, may reduce the service capacity of the intersection. To accurately capture this capacity reduction, we present a probabilistic approach to modify the saturation flow rate formula in the Highway Capacity Manual that is currently used to calculate the capacity of signalized intersections. We introduce a new factor in the saturation flow rate calculation called red light reduction factor, to account for the capacity reduction owing to RLCs. Using field data from Baltimore, Maryland, we establish a relationship for the red light reduction factor. We then show that capacity of RLC‐equipped intersections is generally lower than that without RLCs. Although the percentage reduction in capacity of a single intersection may not seem significant, the cumulative impact of such reduction in a heavily traveled road network may be quite significant, resulting in significant loss in travel time. In this paper, we study the economics of parking provision for the morning commute, where all the parking lots are owned and operated by private operators. The parking capacity allocations, parking fees and access times are considered in a parking market. First we solve the parking market equilibrium without regulatory intervention, revealing four types of competitive equilibrium. Only one of the four types of equilibrium, however, is found to be stable and realistic, and under it each parking area is preferred by the commuters during certain time periods. Compared to the case without parking choice, provision of parking through a competitive market is able to reduce commuters’ travel cost and queuing delay, but it does not necessarily lead to the most desirable market outcome that minimizes social cost or commuter cost. This issue can be addressed through market regulations, such as price-ceiling, capacity-floor or capacity-ceiling, and a quantity tax/subsidy regulation. It is found that both price-ceiling and quantity tax/subsidy regulations can efficiently reduce both the system cost and commuter cost under certain conditions, and help ensure the stability of the parking market. Numerical examples are also provided to illustrate these findings and furthermore, how a price ceiling or a quantity tax/subsidy should be set in a parking market under realistic model parameters.  相似文献

The methodology presented here seeks to optimize bus routes feeding a major intermodal transit transfer station while considering intersection delays and realistic street networks. A model is developed for finding the optimal bus route location and its operating headway in a heterogeneous service area. The criterion for optimality is the minimum total cost, including supplier and user costs. Irregular and discrete demand distributions, which realistically represent geographic variations in demand, are considered in the proposed model. The optimal headway is derived analytically for an irregularly shaped service area without demand elasticity, with non‐uniformly distributed demand density, and with a many‐to‐one travel pattern. Computer programs are designed to analyze numerical examples, which show that the combinatory type routing problem can be globally optimized. The improved computational efficiency of the near‐optimal algorithm is demonstrated through numerical comparisons to an optimal solution obtained by the exhaustive search (ES) algorithm. The CPU time spent by each algorithm is also compared to demonstrate that the near‐optimal algorithm converges to an acceptable solution significantly faster than the ES algorithm.  相似文献

The paper develops and tests a model which characterizes the parking location decisions of individual tripmakers. The model is designed to offer information concerning the effects of alternative parking policies on parking location decisions and therefore the effects on the distribution of congestion in an urban area.Own price, time price and full price elasticities for alternative parking locations are estimated. The own price elasticity is found to rise with distance from the destination point while the time price elasticity falls with distance. The full price elasticity is found to be relatively stable.One is able to determine from the calculated elasticities, the effects of alternative parking policies such as raising parking fees, time restrictions, or increasing search or transaction costs on the distribution of individuals consuming parking services; from this one can infer the impact on the distribution of congestion.The paper also offers some explanation for the low elasticity of auto use with respect to changes in parking costs found in some modal choice studies.The author is indebted to Adolf Buse, Ken Norrie and Richard Westin for helpful comments and criticism.  相似文献

Operators and planners of parking guidance and information system (PGIS) often encounter the difficulty when and how to provide parking information to drivers in peak hours. The aim of this study was to assign the parking demands onto the urban network, find the positions suitable to locate the parking variable message sign (parking VMS), and try to solve the problem when to provide parking information to drivers. Parking VMS, as the most common forms of the information display terminal of PGIS, becomes critical in designing PGIS. This paper started from analyzing the relationship between the location and the performances of parking VMS. If a parking VMS is placed right along the link approaching to the divarication intersection of the subsequent “shortest path” and the previous one, the travel time declines abruptly, and the guiding compliance ratio becomes superior. Then, the network‐based parking choice model for the parking VMS was proposed. Network modification and incremental assignment were used to find the divarication intersections caused by the changes of space availability. In addition, MATLAB software package (MathWorks, Inc., Natick, MA, USA) was adopted to calculate the entire process mentioned. Several characteristics are defined to describe parking. The mathematical relationships between these characteristics are derived both in a general form and applied to specified parking duration distribution. The results of the analysis can be applied in planning and dimensioning of parking places. Methods of revising and generalizing field survey data collected by periodic check methods are discussed. Major commuting corridors in metropolitan areas generally comprise multiple transportation modes for commuters, such as transit (subways or buses), private vehicles, or park-and-ride combinations. During the morning peak hour, the commuters would choose one of the available transportation modes to travel through the corridors from rural/suburban living areas to urban working areas. This paper introduces a concept of transportation serviceability to evaluate a transportation mode’s service status in a specific link, route, road, or network during a certain period. The serviceability can be measured by the possibility that travelers choose a specific type of transportation service at a certain travel cost. The commuters’ modal-choice possibilities are calculated using a stochastic equilibrium model based on general travel cost. The modeling results illustrate how transportation serviceability is influenced by background traffic flow in a corridor, value of comfort for railway mode, and parking fee distribution.  相似文献

Proper intersection sight distance can effectively lower the possibility of intersection accidents. American Association of State Highway and Transportation Officials (2011) provide a series of recommended dimensions of intersection sight triangles for uncontrolled and stop/yield‐controlled intersections. However, in reality, although the actual intersection design for unsignalized intersections satisfies the requirements of sight distance and clear sight triangle in American Association of State Highway and Transportation Officials' guideline, there are still a large number of crashes occurring at unsignalized intersections for drivers running stop/yield signs or failing to slow down. This paper presents a driving simulator study on pre‐crash at intersections under three intersection field of view (IFOV) conditions. The aim was to explore whether better IFOVs at unsignalized intersections improve their emergent collision avoidance performance under an assumption of valid intersection sight distance design. The experimental results show drivers' ability to identify potential hazards to be significantly affected by their IFOVs. As drivers' IFOV improved, drivers were more likely to choose braking actions to avoid collisions. Better IFOVs were also associated with significant increases in brake time to intersection and significant reductions in deceleration rate and crash rate, thus leading to a lower risk of traffic crash involvement. The results indicate that providing a better IFOV for drivers at intersections should be encouraged in practical applications in order to improve drivers' crash avoidance capabilities. Minimum parking requirements (MPRs) are the norm for urban and suburban development in the United States (Davidson et al., 2002). The justification for MPRs is that overflow parking will occupy nearby street or off-street parking. Shoup (1999a) and Willson (1995) provide cases where there is reason to believe that parking space requirements have forced parcel developers to place more parking than they would in the absence of parking requirements. However, to our knowledge the existing literature does not test the effect of parking minimums on the amount of lot space devoted to parking beyond a few case studies. This paper tests the hypothesis that MPRs bind for most land uses using data on suburban office, commercial, industrial and retail property sales from Los Angeles County using both direct and indirect approaches. Our indirect test of the effects of parking requirements is similar to the one used by Glaeser and Gyourko (2003). A simple theoretical model shows that the marginal value of additional parking to the sale price of a building should be equal to the cost of land plus the cost of parking construction. We estimate the marginal values of parking and lot area with spatial methods using a large data set from the Los Angeles area non-residential property sales and find that for most of the property types the marginal value of parking is significantly below that of the parcel area. In addition, we directly examine required and supplied parking and find that on average parking supplied is quite close to the required amount.  相似文献

Cruising-for-parking constraints mobility in urban networks. Car-users may have to cruise for on-street parking before reaching their destinations. The accessibility and the cost of parking significantly influence people's travel behavior (such as mode choice, or parking facility choice between on-street and garage). The cruising flow causes delays eventually to everyone, even users with destinations outside limited parking areas. It is therefore important to understand the impact of parking limitation on mobility, and to identify efficient parking policies for travel cost reduction. Most existing studies on parking fall short in reproducing the dynamic spatiotemporal features of traffic congestion in general, lack the treatment of dynamics of the cruising-for-parking phenomenon, or require detailed input data that are typically costly and difficult to collect. In this paper, we propose an aggregated and dynamic approach for modeling multimodal traffic with the treatment on parking, and utilize the approach to design dynamic parking pricing strategies. The proposed approach is based on the Macroscopic Fundamental Diagram (MFD), which can capture congestion dynamics at network-level for single-mode and bi-modal (car and bus) systems. A parsimonious parking model is integrated into the MFD-based multimodal modeling framework, where the dynamics of vehicular and passenger flows are considered with a change in the aggregated behavior (e.g. mode choice and parking facility choice) caused by cruising and congestion. Pricing strategies are developed with the objective of reducing congestion, as well as lowering the total travel cost of all users. A case study is carried out for a bi-modal city network with a congested downtown region. An elegant feedback dynamic parking pricing strategy can effectively reduce travel delay of cruising and the generic congestion. Remarkably, such strategy, which is applicable in real-time management with limited available data, is fairly as efficient as a dynamic pricing scheme obtained from system optimum conditions and a global optimization with full information about the future states of the system. Stackelberg equilibrium is also investigated in a competitive behavior between different parking facility operators. Policy indications on on-street storage capacity management and pricing are provided.  相似文献

Today, driver support tools intended to increase traffic safety, provide the driver with convenient information and guidance, or save time are becoming more common. However, few systems have the primary aim of reducing the environmental effects of driving. The aim of this project was to estimate the potential for reducing fuel consumption and thus the emission of CO2 through a navigation system where optimization of route choice is based on the lowest total fuel consumption (instead of the traditional shortest time or distance), further the supplementary effect if such navigation support could take into account real-time information about traffic disturbance events from probe vehicles running in the street network. The analysis was based on a large database of real traffic driving patterns connected to the street network in the city of Lund, Sweden. Based on 15 437 cases, the fuel consumption factor for 22 street classes, at peak and off-peak hours, was estimated for three types of cars using two mechanistic emission models. Each segment in the street network was, on a digitized map, attributed an average fuel consumption for peak and off-peak hours based on its street class and traffic flow conditions. To evaluate the potential of a fuel-saving navigation system the routes of 109 real journeys longer than 5 min were extracted from the database. Using Esri’s external program ArcGIS, Arcview and the external module Network Analysis, the most fuel-economic route was extracted and compared with the original route, as well as routes extracted from criterions concerning shortest time and shortest distance. The potential for further benefit when the system employed real-time data concerning the traffic situation through 120 virtual probe vehicles running in the street network was also examined. It was found that for 46% of trips in Lund the drivers spontaneous choice of route was not the most fuel-efficient. These trips could save, on average, 8.2% fuel by using a fuel-optimized navigation system. This corresponds to a 4% fuel reduction for all journeys in Lund. Concerning the potential for real-time information from probe vehicles, it was found that the frequency of disturbed segments in Lund was very low, and thus so was the potential fuel-saving. However, a methodology is presented that structures the steps required in analyzing such a system. It is concluded that real-time traffic information has the potential for fuel-saving in more congested areas if a sufficiently large proportion of the disturbance events can be identified and reported in real-time.  相似文献

Two continuum approximation (CA) optimization models are formulated to design city-wide transit systems at minimum cost. Transit routes are assumed to lie atop a city’s street network. Model 1 assumes that the city streets are laid out in ring-radial fashion. Model 2 assumes that the city streets form a grid. Both models can furnish hybrid designs, which exhibit intersecting routes in a city’s central (downtown) district and only radial branching routes in the periphery. Model 1 allows the service frequency and the route spacing at a location to vary arbitrarily with the location’s distance from the center. Model 2 also allows such variation but in the periphery only.The paper shows how to solve these CA optimization problems numerically, and how the numerical results can be used to design actual systems. A wide range of scenarios is analyzed in this way. It is found among other things that in all cases and for both models: (i) the optimal headways and spacings in the periphery increase with the distance from the center; and (ii) at the boundary between the central district and the periphery both, the optimal service frequency and line spacing for radial lines decrease abruptly in the outbound direction. On the other hand Model 1 is distinguished from Model 2 in that the former produces in all cases: (i) a much smaller central district, and (ii) a high frequency circular line on the outer edge of that central district.Parametric tests with all the scenarios further show that Model 1 is consistently more favorable to transit than Model 2. Cost differences between the two designs are typically between 9% and 13%, but can top 21.5%. This is attributed to the manner in which ring-radial networks naturally concentrate passenger’s shortest paths, and to the economies of demand concentration that transit exhibits. Thus, it appears that ring-radial street networks are better for transit than grids.To illustrate the robustness of the CA design procedure to irregularities in real street networks, the results for all the test problems were then used to design and evaluate transit systems on networks of the “wrong” type – grid networks were outfilled with transit systems designed with Model 1 and ring-radial networks designed with Model 2. Cost increased on average by only 2.7%. The magnitude of these deviations suggests that the proposed CA procedures can be used to design transit systems over real street networks when they are not too different from the ideal and that the resulting costs should usually be very close to those predicted.  相似文献

ABSTRACT

Cycling is experiencing a revival in many cities. Research has focused on the determinants of cycling – in particular the role of the built environment and road infrastructure. Bicycle parking has received little attention – even though bicycles are parked most of the time. This article reviews the scientific literature on bicycle parking and identifies existing gaps in research and knowledge. The review analyses 94 peer-reviewed papers identified through a search in Scopus and Web of Science, in December 2017. The annual number of papers increased 15-fold between 1995 and 2017. Overall, the level of evidence on the importance of bicycle parking is limited. The majority of studies are based on cross-sectional data with the presence of parking as a binary independent variable. Most studies focus on bicycle parking at public transport stops and at work places. Few studies report on bicycle parking throughout cities, and hardly any on parking at residential locations. Bicycle parking supply and quality appears to be a determinant of cycling for current and potential cyclists. Our findings can serve as input for an evidence-based debate on the role of bicycle parking. For practitioners, our research supports investment in bicycle parking, but acknowledges that a proper evaluation of such initiatives needs to be conducted to increase the level of evidence.  相似文献

In this paper, we build an aggregate demand model for air passenger traffic in a hub-and-spoke network. This model considers the roles of airline service variables such as service frequency, aircraft size, ticket price, flight distance, and number of spokes in the network. It also takes into account the influence of local passengers and social-economic and demographic conditions in the spoke and hub metropolitan areas. The hub airport capacity, which has a significant impact on service quality in the hub airport and in the whole hub-and-spoke network, is also taken into consideration.Our demand model reveals that airlines can attract more connecting passengers in a hub-and-spoke network by increasing service frequency than by increasing aircraft size in the same percentage. Our research confirms the importance of local service to connecting passengers, and finds that, interestingly, airlines’ services in the first flight leg are more important to attract passengers than those in the second flight segment. Based on data in this study, we also find that a 1% reduction of ticket price will bring about 0.9% more connecting passengers, and a 1% increase of airport acceptance rate can bring about 0.35% more connecting passengers in the network, with all else equal. These findings are helpful for airlines to understand the effects of changing their services, and also useful for us to quantify the benefits of hub airport expansion projects.At the end of this paper, we give an example as an application to demonstrate how the developed demand model could be used to valuate passengers’ direct benefit from airport capacity expansion.  相似文献

Complexity of car park activity is reproduced from a concurrent execution of behaviour of various drivers. This paper presents a step in the development of a multimodal traffic simulator based on multi‐agent paradigm and designed as a decision aid tool as well as a video game. The user‐player has the opportunity to test different scenarios. We propose an approach for designing the decision‐making rules and the learning mechanism for a car driver agent. For that, a panel of methods such as stated preference modelling, Design Of Experiments and data fusion is used. Initial behavioural models, based on similar preferences, are developed for specified categories. Each agent will adapt its behaviour after executing its learning process. Our approach can be used in order to optimize needs of road network users and those of people in charge of traffic regulation. A demonstrator has been developed to test parking policies in an urban area as well as changes of car park characteristics.  相似文献
