Fisheries are a complex mixture of social, political, economic, and biological aspects, and often biological or economic end goals are given priority in fisheries governance. However, there is a growing trend around the world to include non-economic social objectives in fisheries management schemes, e.g., supporting rural communities, increasing opportunities for newcomers or part-time fishermen, or providing equitable access for culturally and historically important fisheries. In Iceland, fisheries management has given biological and economic goals' precedence over social goals, and there is no formal inclusion of a social science advisory body or formalized direct input from all relevant stakeholders in the fisheries governance process. Non-economic social sciences such as geography, anthropology, sociology, and political science can add important information and considerations that in turn make fisheries more sustainable in the long run. In this paper, we explain the role of social science in fisheries governance, explore how social aspects are addressed in other fisheries governance schemes, and review highlights from fisheries social science research in Iceland. We hope to generate a meaningful conversation regarding the possibilities of a modern, pioneering fisheries' governance process in Iceland where social, economic, and biological goals and research are all given equal attention.  相似文献

The contribution by women to fisheries economies globally continues to be overlooked, in part, because “fishing” is often narrowly defined as catching fish at sea, from a vessel, using specialized gears. Both men and women are involved in fisheries, but often in different roles and activities. Fisheries research, management, and policy have traditionally focused on direct, formal, and paid fishing activities—that are often dominated by men, ignoring those that are indirect, informal, and/or unpaid—where women are concentrated. This has led to a situation where men's and women's contributions to fisheries are not equally valued or even recognized and has resulted in women being largely excluded from fisheries decision-making processes. Here, we examine the contributions by women in the fisheries sector of five globally significant marine fishing countries—Mexico, Peru, Senegal, South Africa, and Vietnam. These countries each have strong links between livelihoods and marine capture fisheries, yet represent different geographic, socioeconomic, and governance contexts. Through a synthesis of existing data, case studies, and consultation with local experts, we found that the contribution by women to the fisheries of these five countries is substantial. However, this investigation also revealed major gaps in understanding of gender inequalities in the fisheries sector and the need for better gender-disaggregated data to inform fisheries policy.  相似文献

A step-wise approach to implementing ecosystem-based fishery management (EBFM) offers both a tractable policy opportunity and feasible set of scientific responsibilities in ongoing efforts to incorporate ecosystem dynamics into fisheries management. This case study of oysters in the Chesapeake takes a regional approach and utilizes a fishery species that is a popular menu item, an important habitat for other fish species, and a cultural touchstone in the area. From grounding in ecosystem service policy goals and a survey of stakeholders from across industry, management, science, and community groups, we developed eight indicators that are meant to serve as a first-order check for EBFM. We evaluated these indicators based on data availability, spatial coverage of the whole region, and relevance to ecosystem service goals. Spatial integration of indicators addressing chemical, biological, social, and economic factors, allows identification of localities within the region that require more attention, either by scientists or policymakers, in order to meet EBFM goals.  相似文献

Marine protected areas (MPAs) are now generally accepted as important tools in the protection of coastal biodiversity. It is also likely that they play a positive role in enhancing fisheries. Yet currently, less than 1% of the global oceans are protected, although international agreements have targets ranging from 10–30% coverage. Despite its minuscule size, we consider the current MPA “network” to be beneficial to fisheries, and its running or maintenance cost, therefore, to be a positive contribution to the sustainability of fisheries, or a “beneficial” subsidy (“harmful” subsidies enhance fishing capacity and effort). A method was derived from data in Balmford et al. (PNAS, 101: 9694–9697) to estimate the annual cost of maintaining MPAs as a function of their size, and of the degree of development of the country in question. We provide national costs of the 53 countries that jointly contribute 95% of global fisheries catch and, assuming that this type of subsidy, in a given country, cannot exceed 15% of the ex-vessel value of its fisheries catches, estimated a global MPA subsidy to fisheries of 870 million US$. Given that total subsidies to fisheries currently range from 30–34 billion US$ annually (without MPA costs), this amounts to only 2.5–2.8% of total subsidies to fisheries being devoted explicitly to the maintenance of the biodiversity that sustains them.  相似文献

Abstract

This article presents the results of an impact assessment of a component of a large scale USAID sustainable fisheries management project initiative aimed at integrating gender and strengthening the role of women in fisheries management in Ghana. The assessment is based on a literature review and qualitative field data collection. It assessed gender integration from three entry points: improving the Ghanaian policy environment for gender in fisheries, empowering women post-harvest processors, and engaging women gleaners in fisheries co-management. The assessment found that an important milestone was the adoption and implementation of the Ghanaian Fisheries Sector’s National Gender Mainstreaming Strategy in 2016. Summarizing the impacts on local post-harvest processors and gleaners, the assessment found that female post-harvest processors have increased capacity, confidence, and engagement in fisheries management. Gender mainstreaming efforts have succeeded in challenging cultural norms about women’s role in fisheries. Women have been exposed to sustainable fisheries management and are better equipped with the knowledge and leadership skills to advocate for good fisheries practices, which they actively demonstrate.  相似文献

In Brazil, Marine Extractive Reserves—MERs (Reservas Extrativistas Marinhas) represent the most significant government-supported effort to protect the common property resources upon which traditional small-scale fishers depend. From an initial small-scale experience in 1992, MERs have expanded countrywide, now encompassing 30 units (9,700 km2) and nearly 60,000 fishers. Despite such escalating interest in the model, there is little research on the effectiveness of MERs. In this article, we discuss relevant parts of the history and examine the current situation of the fisheries co-management initiative in the Marine Extractive Reserve of Corumbau, which was created in 2000 as the first MER to encompass coral reefs and reef fisheries. We describe the Extractive Reserve co-management arrangement and its main policy and legislative challenges. Finally, we discuss the prospects for the use of MERs as management frameworks for traditional small-scale fisheries in Brazil.  相似文献

Spatial fisheries ecology: Recent progress and future prospects   总被引:1,自引:0,他引:1  
We review recent progresses made in the study of fish distribution and survival over space — i.e., fisheries spatial ecology. This is achieved by first surveying the most common statistical approaches and relative challenges associated with the analysis of fisheries spatial data, loosely grouped in geostatistical and regression approaches. Then we review a selected number of case-studies implementing the discussed techniques. We conclude by proposing new areas of statistical and ecological research to further our understanding of how fish distribute and survive in space. This review serves a dual purpose by emphasizing the scientific importance of studying spatial interactions to better understand the temporal dynamics of fish abundance, and by promoting the development of new analytical and ecological approaches for the analysis of spatial data. Through our survey we cover different statistical techniques, marine ecosystems and life stages. This analytical, geographic and ontogenetic variety is also purposely selected to highlight the importance of comparative and multidisciplinary studies across diverging ecological disciplines, ecosystems and life stages. Besides having a general ecological relevance this review also bears a more applied significance, owing to the increasing need for protecting renewable marine resources along with their primary habitat.  相似文献

In this article we attempt to illustrate the potential benefits to Alaskan commercial fisheries expected from enhancements to the Alaska Ocean Observing System (AOOS) through changes in fishery management strategies. In particular we show how the use of improved AOOS data in research, stock assessment, and ultimately fisheries management has the potential to result in significant benefits in the Bering Sea and Gulf of Alaska groundfish and Kodiak king crab fisheries. We show through a case study approach that information such as might be provided by an enhanced AOOS could conceivably contribute over $600 million in additional annual revenue in Alaska's groundfish fishery. In addition we estimate that had the information from such a system been available in the 1970s and 1980s the Kodiak king crab stock collapse could have been avoided and $60 million in annual revenues generated. Benefit estimates (as measured by revenue increases) are based on the assumptions that when better data is delivered those data will be integrated into stock assessment models; when better data are integrated into the models the new data will actually improve the reliability of the models; and when the reliability of the models is improved predictions will be accepted by managers or industry members.  相似文献

Abstract

Catch share programs are used in fisheries management to meet goals such as species recovery, overcapacity reduction, and economic efficiency. Anticipated impacts include fleet consolidation, infrastructure reduction, and social disruption within communities. The Pacific Coast Groundfish Fishery Social Study (PCGFSS) aims to understand social changes related to the recently implemented West Coast Groundfish Trawl Catch Share Program. In this article, we use a subset of PCGFSS data to explore the ways remaining fishery participants have thus far adapted to catch shares. While some vessels have left the fishery, we found that many participants are adapting to this catch shares program despite challenges. Quota leasing strategies, fishery diversification, gear innovation, and community quota funds are some of the tools participants are using to continue operating under the catch shares program. These early challenges and adaptations to the catch share program are worthy of continued tracking, as researchers, managers, and fishing communities, would benefit by considering first-hand perspectives of the on-the-ground realities of harvesting groundfish in the rationalized fishery.  相似文献

A sustainable fisheries development indicator system (SFDIS) is proposed in this article to monitor management of Taiwan's offshore and coastal fisheries. Demonstration of its application shows that the ecological index is tending toward sustainability but to conserve fisheries’ resources it is necessary to strengthen habitat protection and management through a partnership approach. The economic index is tending toward unsustainability as a result of a decline in fisheries’ Gross Domestic Product (GDP), value, economic production, and investment. An aging fisherman population and decreasing social performance and resilience contribute to unsustainability of the social index. By contrast, the institutional index is sustainable because of improved management efficiency, ability, and capacity-building. However, some problems exist with regard to compliance and acceptability of institutional expense. Overall, the SFDIS suggests that an increase in employee number, incorrect statistical data, and unacceptable institutional expense will make Taiwan's offshore and coastal fisheries unsustainable in the long run.  相似文献

Abstract

Coastal borderlands are subjected to particular socioeconomic, political and environmental dynamics in Europe and worldwide. The presence of the international boundary in these areas poses challenges in the process of Integrated Coastal Zone Management (ICZM). The aim of this paper is to explore the existence, characteristics and the role that local cross-border cooperation plays in transboundary coastal zone management as well as the resulting potentialities of local endogenous development for improving the management and governance of the tourism sector, coastal development, fisheries and marine protected areas in the Albera Marítima (Northwestern Mediterranean). The applied methods included document review, statistical information and semi-structured interviews. The research shows that local agents are not capable of developing a stable cross-border network due to persisting lack of trust, weak joint strategic vision and high competitiveness in sectors like fishery and tourism. Based on particularly interesting initiatives occurred in Albera Marítima and other successful experiences in Mediterranean coastal borderlands, a proposal has been made to implement several measures, including a transboundary integrated coastal plan, the joint observatory of fishery resources and a scientific network platform. For the aforementioned issues, the study contributes to the ICZM literature by providing a new perspective on local transboundary cooperation.  相似文献

The interplay between the biodiversity regime and fisheries management and conservation regimes is not a critically important phenomenon at this point in time. For now, the institutions most relevant for the management of marine and coastal biodiversity are entrenched in conventional fisheries management structures. Biodiversity-oriented institutions appear to be less in touch with the practical aspects of resource management. The most significant interplay occurs at the global level, where several oceans-related regimes appear to be affected by the concerns raised by the CBD. The important question with regard to the longer term, is what impact the creation and operation of the CBD will have on various fisheries regimes in the future.  相似文献

Harmful algal blooms (HABs) may be increasing in frequency and intensity worldwide. Coastal economies suffer significant income losses when fisheries or beaches are closed to protect human health and subsistence fishing communities are at risk. Despite these hardships, managers must often conservatively close harvests across a wide area or for long periods, because they lack scientific information that would allow them to predict HAB events. The outer coast of Washington State has experienced several closures of the razor clam (Siliqua patula) fishery starting in 1991, due to domoic acid (DA) contamination caused by toxic blooms of the diatom Pseudo-nitzschia. Improved science-based management was needed to minimize the impact of DA on this fishery and the coastal communities that relied on it for income, tourism, and subsistence. The Olympic Region Harmful Algal Bloom (ORHAB) Partnership, comprised of state and tribal managers, scientists, and local stakeholders, evolved in response to this need; it has been successful in its mission. Here we examine ORHAB through the lens of the Institutional Analysis and Development framework, in order to identify key factors contributing to its success. The relevance of our findings for other ORHAB-like institutions in the Pacific Northwest and elsewhere is discussed.  相似文献

Over recent years, fisheries managers have been going through a paradigm shift to prioritize ecosystem-based management. With this comes an increasing need to better understand the impacts of fisheries management decisions on the social well-being and sustainability of fishing communities. This article summarizes research aimed at using secondary data to develop socioeconomic and fisheries involvement indices to measure objective fishing community well-being in Alaska. Data from more than 300 communities in Alaska were used to create a database of socioeconomic and fisheries involvement indices of objective well-being and adaptability for Alaska communities dependent on marine resources. Each index was developed using a principal components factor analysis to assess the relative position of each community compared to all other communities in Alaska. We find that creating performance measures, such as the indices presented here, provides a useful way to track the status of socioeconomic conditions and fisheries involvement by communities over time.  相似文献

The United States has a new national ocean policy that adopts ecosystem-based management (EBM) as its first principle for managing U.S. ocean spaces and marine resources. However, U.S. laws that govern the uses of ocean spaces present a challenging tangle of authorities and mandates that do not easily facilitate ecosystem-based policies. For over 30 years, U.S. marine fisheries management has been guided by eight Regional Fishery Management Councils. Working under the many laws that guide setting stewardship priorities for ocean ecosystems, councils provide the Federal Government with advice on fisheries harvest levels, fish habitat protections, and fishing community needs. Implementing EBM for any ocean ecosystem requires a careful examination of the laws and policy processes that affect human interaction with that ecosystem. This article explores the U.S. perspective on federal ecosystem-based fisheries management, its part in U.S. national ocean policy, and how fishery management councils might position themselves as both EBM policymakers and policy takers for ocean resource management.  相似文献

Models of integrated management emphasize the role of the surrounding socioeconomic and political environment in influencing management choices for natural resources. In this study, we explore a model that examines the influence of socioeconomic and political variables on the wetland management programs of U.S. states. Logistic regression was used to identify environmental, socioeconomic, and political variables that explained variation in state wetland programs. The likelihood of strong planning, nonregulatory, regulatory, and overall programs increases as the importance of fisheries in the state increases (p < 0.05), but decreases as population density increases (p < 0.15). Furthermore, there is an increasing likelihood of stronger regulatory and overall programs as environmental group activity and industry importance increases (p < 0.05). These findings provide empirical evidence to support the contention that management approaches used in one state often must be adapted to fit the realities of another given state.  相似文献

An assumption underlying the growing support for marine protected areas (MPAs) is that they meet conservation goals and provide economic benefits to fisheries and ecotourism. However, support for MPAs will be at risk if managers cannot assess whether various MPA objectives are being fulfilled. Current approaches to MPA management emphasize the need to evaluate performance criteria; however, there is little consensus on criteria and their evaluation. We propose a marine protected area evaluation model (MPAEM), based on and modified from a multidisciplinary approach used to assess the sustainability of fisheries, called rapid appraisal of fisheries (Rapfish). The application of the MPAEM was explored in a pilot study of 20 MPAs located in different regions of the world. Results indicate that the MPAEM can be used to evaluate MPA management effectiveness. However, the manner in which the evaluation attributes are scored and ways of engaging user groups should be explored before MPAEM can become part of the day-to-day management of MPAs.  相似文献

Fisheries management has been used to address declining fisheries and threats to livelihood and food security. Past research suggests that public support for fishery policies is a necessary component for sustaining the long-term success of fisheries management. This study predicted public support by examining fishers’ perspectives on co-management and fish catch since the establishment of marine protected areas (MPAs), a commonly employed fisheries management tool. Data were obtained from onsite surveys (n = 505) with fishers from three municipalities in Cebu, Philippines: Oslob, Santander, and Samboan. Structural path analyses revealed that beliefs about co-management and fish catch predicted support for fishery policies (R2 = 59%). Separate path analyses for each municipality showed that co-management had greater influence in predicting public support for fishery policies in Oslob and Santander. Fish catch was a better predictor for public support for fishery policies in Samboan. Results can help local governments, non-governmental organizations, and fishery managers to prioritize, plan, and improve fisheries management in municipal waters.  相似文献
