Abstract

Presently, much of Israel's 190‐kilometer‐long Mediterranean coast is either unoccupied, devoted to unsuitable uses, or is in use by activities which have no special need to be near the water's edge. This has resulted from years of lack of appreciation by policy‐makers of the coast as a valuable resource, of national development policies that directed attention to other regions, and of the relatively limited demand for coastal recreation.

In the last decade the importance of these factors has diminished. In turn, there is now mounting pressure for the development of coastal land. Increasingly, rising standards of living with a greater demand for recreational facilities, the growth of tourism as a major industry, and demands of the environmental lobby for conservation of part of the coastal land are factors bound to cause intensive change along the coast and to affect the quality of its resources. These trends have brought about public intervention in deciding the future of the coast. This paper reviews and analyzes Israel's coastal policy and its resource management programs, and also discusses the potential challenges to their full implementation.

Three types of programs were suggested as the main management tools: a coastal research and development effort, national coastal land use planning and pollution prevention, and monitoring and control programs. Major objectives of the programs were to be achieved through land use controls. Consequently, an important role is given in the development and implementation of the coastal program to agencies responsible for the management of physical land use planning and development.

Successful implementation of the management program, however, will depend on the ability of its administrators to coordinate the actions of many interests, on success in changing attitudes among decision‐makers as to the value of the coast, and on widening support for coastal resource conservation among a presently uninvolved public.  相似文献

Abstract

South Carolina has a significant stock of diked coastal wetlands, dating from the days of rice culture before the Civil War. A survey of those controlling these sites along the entire South Carolina coast reveals that many continue to be used for waterfowl hunting, with management practices becoming more intensive than they were when partial data were gathered a decade ago. It also suggests that most of the acreage involved is located in large fields, where management is more difficult and mosquito control problems are more likely. This survey also indicates that public access is limited, but that there is evidence of continuing conflict over ownership. This situation creates a persisting dilemma for coastal zone management, shaping conflicts between alternative strategies for the use of natural systems.  相似文献

Abstract

Coastal zone management in Oregon is based on the state's general land‐use law. This body of law is designed to deal with population increase, urbanization, and preservation of agricultural land, as well as with other problems throughout the state. Early planning and policy recommendations for the coast were in the hands of a commission having predominantly local membership. This commission produced an extensive series of studies, policies, and recommendations which were assembled as a proposed management tool for natural resources. Staff of the commission was then absorbed into the state land‐management agency, which developed final goals and guidelines for compliance with the Coastal Zone Management Act. Adoption of the coastal goals in December 1976 has triggered deadlines for local government compliance within the coastal zone. The management program is now undergoing federal review.  相似文献

Abstract

No integrated municipal policy exists for managing the New York City waterfront. Despite much rhetoric and many proposals to renew the city's coast, the municipal government has done little to improve the city's coastal shoreline. External organizations and citizens’ groups have been largely responsible for efforts to improve the use of the city's coastal resources. This article assesses the role of the city government and analyzes the factors affecting its performance in coastal management. It proposes new policies to foster local initiatives and encourages private and public cooperation in the revitalization of the coast. Given the size and diversity of the city's coast, an incremental strategy may be the most feasible and sensible approach to recapture the city's lost waterfront.  相似文献

Abstract

In 1967, a new road facilitated access to a number of small, impoverished, rural communities in a marshy region along Mexico's Pacific coast. One of these—the only one situated on the Pacific shore—began to be visited by an increasing stream of tourists. This article discusses the severe sociocultural problems which the initial phase of tourism development caused in Teacapán, and argues that these are part of a syndrome which is manifest in similar situations worldwide. By anticipating this syndrome before tourism development gets underway, planners and managers of coastal tourism development in Third World nations would be better prepared to mitigate most of its severe effects.  相似文献

Abstract

Coastal Louisiana is currently experiencing extensive urban growth as its natural resources are exploited. Such growth is projected to continue for the foreseeable future. This article examines problems encountered in developing wetland areas for community use. The urban development process in the coastal zone is examined using a problem‐identification methodology. This methodology consists of examining each of the stages of wetlands development sequentially, determining potential problems and their results, and specifying how the regulatory system for urban development needs strengthening in order to mitigate these problems. For those development practices determined not to be regulated at all or inadequately regulated, local ordinance amendments and other restrictive measures applicable to specific development stages are proposed. The study concludes with a brief discussion of a goals‐oriented process for deriving future urban development regulations for the enhancement of regional planning efforts.  相似文献

Abstract

This article argues that using the public sector and the private market in the historically delineated and traditional ways offers only the bluntest of tools with which to approach the complex problem of coastal zone management. It therefore seeks to provide a basis for reformulating our understanding of sectoral responsibility with regard to resources management. First, it conceptually analyzes the relative strengths and weaknesses of the two sectors. Second, it examines three examples of coastal resources management—beaches and shorelands, artificial reefs, and coastal wetlands—in analyzing the complexities of the coastal management challenge and the limitations of our current approaches. Finally, we provide an alternative perspective on how these common property resource allocation decisions can be made.  相似文献

Abstract

Western Australia is fortunate that there have been few natural disasters on the coast. However, low levels of coastal erosion during the 1970s demonstrated the need to establish coastal zone management in that state of Australia. The erosion was quickly contained because private ownership to the high water mark is almost nonexistent, private property being set back behind coastal reserves along most of the coast. The provision of coastal reserves has been part of a deliberate nonstatutory coastal planning and management approach. As a result Western Australia has been able to use existing acts, coordination between existing government agencies, and coastal policies rather than enact specific coastal legislation to manage the coast.  相似文献

Abstract

Urban coastal management is now part of a large, complex set of regional, state, and federal interorganizational arrangements. This emerging matrix consists of a loosely linked set of nearly independent decision points. Cities have little capacity within this matrix for independent action. Recent experience in the SOHIO project by the City and Port of Long Beach, California, illustrates the point to which external agencies have taken over decision‐making for use of coastal resources. Public bodies removed from city affairs and politics and with interests in other than coastal affairs have become dominant and have overridden local policy‐making. The public costs to citizens and local governments of the emerging interorganizational matrix are very high and may be excessive. As it is emerging, the matrix is a semi‐autonomous set of bureaucratic decision points which is unhinged from community values and regular political infrastructures.  相似文献

This article examines the sociocultural, economic, and environmental causes of the decline of the artisanal fisheries in the rocky coast of Cape Creus (NW Mediterranean) over the past decades. The changes that have occurred over time have favored trawlers, purse-seiners, shellfish fisheries, and tourism activities, to the detriment of artisanal fisheries. This article shows that the establishment of a marine reserve in 1998 could not reverse the observed decline in the artisanal fisheries. This raises the necessity of implementing a fishery management plan integrated into a coastal management plan, which should accompany the habitat protection. These plans could assist in the maintenance and the sustainable development of the artisanal fishing sector in Cape Creus as well as in other Mediterranean coastal areas where artisanal fisheries are also declining.  相似文献

In 1991 the Philippine government shifted many coastal management responsibilities to local governments and fostered increased local participation in the management of coastal resources. In their delivery of integrated coastal management (ICM) as a basic service, many local governments have achieved increasing public awareness of coastal resource management (CRM) issues. Continuing challenges are financial sustainability, inadequate capacities, weak law enforcement, and lack of integrated and collaborative efforts. To address these challenges, a CRM certification system was developed to improve strategies and promote incentives for local governments to support ICM. This system is being applied by an increasing number of local governments to guide the development and implementation of ICM in their jurisdiction. The CRM benchmarks required for a local government to achieve the first level of certification are: budget allocated, CRM related organizations formed and active, CRM plan developed and adopted, shoreline management initiated and two or more best practices implemented. Implementation is providing tangible benefits to communities through enhanced fisheries production associated with MPAs, revenues from user fees and enhanced community pride through learning exchanges and involvement in decisions, among others.  相似文献

Abstract

The physical characteristics of Korea have had a profound impact on the uses of the coastal zone that have, in turn, been determined by and reinforced the nation's economic development strategy. While coastal zone management in many developed economies is more heavily oriented toward environmental protection and the resolution of user conflicts, policies for coastal zone management in Korea have emphasized the role of coastal space and other resources for economic development and industrial needs. Increasing demand for land reclamation to provide ever‐increasing industrial sites and human settlements, traditional and future needs of the fishery, and concern for the environment have led to a vast array of competition and, finally, often to conflicts. The basic pattern of coastal zone use in Korea has changed from the linear expansion of coastal zone to integrated coastal uses. An increased number of critical coastal zone issues and interactions was reflected in the creation of new governance that dealt with coastal zone resources and environment.  相似文献

Abstract

The paper examines the applicability of First World CZM policy for the Third World by focusing on Ecuador's shrimp mariculture, an industry whose explosive growth has reshaped the coastal zone and generated problems threatening loss of the resource base itself. This has led to recognized need for CZM and movement by development agencies to transfer the CZ policies of developed countries. Against this background, the analysis explores local concepts of investment and conservation, the role of government and law, and the influence of the social economy on mariculture development. It illuminates how local use and management of coastal resources is inseparable from specifically Ecuadorean cultural concepts, institutions, and practices. This places in relief the salient differences between management in the First and Third Worlds, illuminating how coastal zone management must not only be internally consistent, but cognizant of and integrated into the prevailing social, economic, and political conditions.  相似文献

Abstract

Viewing the urban coast from the national perspective one sees not only the sheer number and complexity of the federal programs involved but the lack of adequate coordination and the different often cross‐purpose missions. It goes without saying that to date, no one federal agency or program has been specifically charged with overseeing the urban coastal resource as an entity, nor is it likely that one will. However, national concern regarding various aspects of the urban coastal issues has been expressed. A very clear‐cut national interest has been constitutionally declared in navigation, defense, and interstate commercial activities, most of which affect the water area. A more diffuse though no less important national involvement can be traced through a number of federal activities which add up to considerable federal interest and investment in our urban coastal areas. Beginning in the early 1960s with waterfront related urban renewal activity for example the activities have accelerated more recently with such things as the administration's urban initiative, the Urban Recreation Study and the Urban Waterfront Study (HCRS), the Urban Parks and Recreation Recovery Program (HCRS), the Maritime Preservation Program (HCRS and NHT), public investment in harbor cleanup (EPA), shorefront access and planning (OCZM), special waterfront demonstration projects (OCZM), and the State Coastal Zone programs coming in line to mention a few. Building on the existing framework and growing enthusiasm there is an unexcelled opportunity to make incremental progress in creating a new and better urban environment by effectively managing this unique portion of the city—the urban waterfront.  相似文献

Beach erosion can have important socioeconomic and environmental consequences, particularly in tropical regions where tourism is a significant source of income. Although caused by natural processes, erosion is often aggravated by disorderly anthropogenic modification of the coast and extreme events. In Yucatan, Mexico, increasing urban development and deficient coastal management strategies as well as hurricanes have affected beach stability. This has highlighted the need for adequate coastal planning and policies that ensure the protection of key coastal ecosystems, such as beaches and sand dunes. To address this, a methodology to classify the coast according to its vulnerability is presented in this work. This methodology assumes that morphological features are indicators of beach evolution and the processes driving it and that these can be associated with different levels of vulnerability. The features considered are beach width, dune vegetation, anthropogenic pressure, and shoreline orientation, which were analyzed through aerial images and a multicriteria evaluation. It was observed that the most vulnerable areas are found near the most developed parts of the coast, where narrow beaches with little dune vegetation dominate. It is expected that this index will be of use to coastal planners and decision makers, particularly in the identification of critical zones.  相似文献

The ultimate goal of integrated coastal management (ICM) is to improve the quality of life of coastal inhabitants through achieving the sustainable development objectives. Achieving this goal, however, is often hindered by policy and financial and capacity barriers. This article discusses the role of the interaction between the dynamic forces and essential elements of ICM to address the environmental and management issues at the local level. The experience of Xiamen Municipality, People's Republic of China, is highlighted to showcase how it transformed from an environmentally degraded municipality into a modern, urban garden city in a span of just more than a decade. The socioeconomic and ecological benefits of ICM in Xiamen are obvious, measurable, and well-appreciated by both the government and the citizenry. Useful lessons have also been drawn from several ICM initiatives in East Asia in relation to strengthening coastal management. The key ones are briefly discussed.  相似文献

Transferring decision-making process from central to local government and enhancing the role of local communities in managing coastal zones is an increasing commitment by governments in Southeast Asia. This article analyzes decentralized coastal zone management in two neighboring countries, Malaysia and Indonesia. The Federal system in Malaysia is argued to be able to influence more decentralized coastal zone management and to promote community-based management approaches. Meanwhile, the large diversity of coastal resources and communities combined with a still as yet tested decentralization policy in Indonesia is argued to bring more challenges in implementing the decentralization and community-based approaches in coastal zones. The lessons learned in this study provide insight in how far decentralized coastal zone management has taken place in Malaysia and Indonesia. The significant differences in the pattern of coastal zone management in these two countries are discussed in detail. This study recognizes that co-management and community-based approaches can be appropriate in dealing with coastal zone management. This comparative perspective is important to the development of a bigger picture of sustainable coastal zone management processes and cross-regional knowledge-sharing in Southeast Asia.  相似文献

Abstract

Public perceptions of the risks and benefits of offshore oil development off the New England coast are examined. The influence of these perceptions on state policies toward federal actions is analyzed. A distinct trend of issue identification, critical analysis, consensus building, and state or regional action is observed. Throughout this interactive process between the region and the federal government, even though divergent state positions have evolved, there is a growing regional acceptance of coastal zone management concepts.  相似文献

Abstract

The location as well as pace of marina development is a major issue in current coastal zone management. The supply and demand for marinas providing certain services in specific locations are growing and must be met. At the same time the environmental integrity of the coastal zone must be maintained against the many possible impacts of marina development. Compounding these problems from the view of both the developer and coastal zone manager is the absence of necessary data and accepted methodologies for estimating future supply needs for marine berthing. This paper describes a multi‐focii approach to the establishment of an information base and marina supply projections for the Mississippi Gulf Coast. Data on existing marina types, services, and facilities are obtained via fieldwork; future marina slip supply needs are estimated using a combination of several techniques and data sources. The study serves two purposes. First, it initiates the basis for improved management of marina development on Mississippi's Gulf Coast. Second, on a more theoretical level, it stimulates research toward developing and validating supply and demand projection techniques for marinas.  相似文献

Abstract

Ports are often at the center of conflicts regarding the use of coastal areas and their management. Yet, it is often impossible to forecast the future development patterns of a port due to its dependence on shifting international relations and markets. Such inherent uncertainty complicates the management of coastal areas affected by the port. This article looks at how such a case is being addressed in Eilat, Israel's Red Sea port.

The development of Eilat's port has been a function of the changing geopolitical situation in the Middle East. At the same time it is in the center of a number of local conflicts involving the management and planning of Israel's Red Sea coast. Evaluation of the two alternatives proposed to address these conflicts is hampered by the inherent uncertainty regarding the port's growth patterns. The use of robust evaluation techniques is suggested as one way to address inherent uncertainties.  相似文献
