In recent years, a growing awareness of the environmental impacts of transport has played a major part in the shift towards policies to manage the demand for travel. As a result, a substantial increase in the role of public transport has been identified as necessary in any strategy towards more environmentally sustainable transport patterns. At the same time there has been a quite separate process of deregulation and the withdrawal of the state from the transport market. These two trends appear to represent potentially contradictory processes. This article draws upon two major studies that explore the relationship between increasing needs for environmental regulation and the privatisation of bus and rail services. It is shown that, as currently organised in Britain, the development of bus and rail services are inadequately linked to strategic environmental policymaking and, rather than being part of the solution to transport’s environmental impacts, there is a real danger that these ‘green’ methods of transport could slide into simply being part of the problem itself. It is concluded that privatisation and deregulation does not mean the end of the need for policy mechanisms, but they do mean that policy has to be implemented in a very different way.  相似文献

This paper provides a systematic overview of the attitudes of key actors in the Dutch Cost–Benefit Analysis (CBA) practice towards the role of CBA in the decision-making process for spatial-infrastructure projects. The main aim of this paper is to scrutinize the extent to which there is agreement among these Dutch actors in regard to the role of the CBA in the decision-making process. A secondary goal is to provide possible explanations for agreements and controversies among key actors in the Dutch CBA practice. In this study two research methods are combined to study the key actors’ attitudes. Firstly, 86 key actors (e.g. consultants, scientists, policy makers) were interviewed in-depth. Secondly, 74 of them completed a written questionnaire. The most important conclusion of this paper is that in the Dutch CBA practice there is agreement that CBA must have a role in the appraisal process of spatial-infrastructure projects. However, there is a lot of controversy among economists and spatial planners in the Dutch CBA practice concerning the value that is and should be assigned to CBA in the decision-making process. Economists predominantly believe that not enough value is assigned to the CBA in the decision-making process, whereas spatial planners predominantly think that too much value is assigned to the CBA. Both economists and spatial planners believe that this controversy is problematic as it results in debates about the pros and cons of CBA instead of the pros and cons of the spatial-infrastructure projects. This paper aims to discuss a number of questions that are highly important for the ex ante evaluation of the safety impacts of transport policy options, from the perspective of ethical theory: (1) Is it morally OK to express prevention on acceptance of fatalities or risks in monetary terms? (2) How useful is the concept of the value of a statistical life (VOSL) for ex ante evaluations of transport policy options? (3) What are the pros and cons of pricing protection of lives or prevention of risks in ex ante evaluations? (4) Which methods are available for expressing (protection of) human lives in monetary terms, and what are the main related methodological discussions? (5) Are all safety-related costs generally included in ex ante evaluations of the safety impacts of transport policy options, and if not: what is the relevance of excluded costs categories from an ethical perspective? (6) How important is the distribution of safety effects from an ethical perspective? The answer to the first question highly depends on the ethical theory that is used. With respect to question 2 we think that the VOSL is a useful concept, but that its application is not straightforward, for several reasons. Thirdly we think that probably pricing safety improves the quality of decision making, but to the best of our knowledge there is no research to underpin this expectation. The answer to question 4 is that several methods exist to estimate the value of a statistical life (VOSL), willingness-to-pay (WTP) methods being the most common category of methods. However, several methodological issues arise that make estimates of VOSL less straightforward. With respect to question 5 we conclude that behaviour-related avoidance costs are often overlooked and that these costs are relevant from an ethical perspective because the freedom to move and the freedom to participate in activities are challenged. Finally the answer to question 6 is that from an ethical perspective, in terms of the evaluation of policy measures, it might matter which groups of the population are the victims of the transport system, or are at risk. Egalitarian theories as well as sufficientarianism are useful theories to discuss distribution effects. Different theories conclude differently.  相似文献

This study proposes a framework to explore the concepts of exposure, vulnerability and connectivity in EU road network and to assess the potential transportation infrastructure sensitivities towards Sea-Level Rise (SLR) and storm surges. The magnitude and significance of impacts were determined and knowledge of network robustness was built up based on existing climate data and on future trends. Various spatial databases were integrated and a four-stage transport model was used to explore the likely impacts of network degradation. The pattern of the network was assessed via both node- and link-based measurements, where different road databases, namely TRANS-TOOLS and Tele Atlas/TomTom, were employed in order to analyze the impact of spatial resolution within network connectivity analyses. This general framework developed for European Union, was tested on a specific and articulated case study area; namely, the north-east coastal region of Spain. The research conducted, yielded useful methods for the analysis of network vulnerability, where impacts are more significant in regional accessibility patterns. Accessibility indicators at the regional level changed drastically, with some regions showing up to a 26% decrease. According to the results of network connectivity indicators, the changes in network topology have reduced the number of alternative routes and placed more pressure on the transport system. The implementation of this framework and quantitative assessment methodologies outlined in this paper could be employed to assist policy makers to recognize the opportunities that may arise or diminish the adverse effects.  相似文献

Transportation analysis emphasizes the necessity to internalize the transport externalities of car usage through taxation. Yet taxation decisions are often made with non-transport goals in mind. In such cases, transport policies are made ‘by the way.’ This paper examines such a case: Israel’s taxation policy on company cars. It shows that current taxation policies result in increasing numbers of company cars and growing numbers of transport users who are not sensitive to the marginal cost of car use and make excessive use of the car. As a result, a significant portion of Travel Demand Management (TDM) measures cannot affect this group. The Israeli case of company car tax reform demonstrates the problematic effect of a policy that does not take its overall consequences on other policy fields into account and thereby impairs efforts to reduce the negative impacts of the transport system. Also, it demonstrates the importance of institutional aspects of transport policymaking.

Over the last couple of decades there has been a trend in Western Europe and North America towards making the railway industry more able to compete successfully with road for freight haulage through deregulation and/or structural change. This trend has been drive, partly, by a concern to produce more commercially viable railway industries, but also by concerns to reduce the environmental impacts of road haulage through modal shift. The latter in particular has led to the development of public policies supportive of rail freight, particularly at the national or international levels. This paper reports on qualitative research that analysed public policy aimed at promoting rail freight in Britain but, unusually, the focus was on local rather than national policy. The research was an investigation of the approach of local authorities to the encouragement of rail freight as evidenced through their Local Transport Plans. The paper concludes that in Britain there has been a significant amount of local policymaking for rail freight and that although national policy matters are of overriding importance, the role of local policy is significant and can be developed further.  相似文献

The interdependence and complexity of socio-technical systems and availability of a wide variety of policy measures to address policy problems make the process of policy formulation difficult. In order to formulate sustainable and efficient transport policies, development of new tools and techniques is necessary. One of the approaches gaining ground is policy packaging, which shifts focus from implementation of individual policy measures to implementation of combinations of measures with the aim of increasing efficiency and effectiveness of policy interventions by increasing synergies and reducing potential contradictions among policy measures. In this paper, we describe the development of a virtual environment for the exploration and analysis of different configurations of policy measures in order to build policy packages. By developing systematic approaches it is possible to examine more alternatives at a greater depth, decrease the time required for the overall analysis, provide real-time assessment and feedback on the effect of changes in the configurations, and ultimately form more effective policies. The results from this research demonstrate the usefulness of computational approaches in addressing the complexity inherent in the formulation of policy packages. This new approach has been applied to the formulation of policies to advance sustainable transportation.  相似文献

This paper proposes different policy scenarios to cut CO2 emissions caused by the urban mobility of passengers. More precisely, we compare the effects of the ‘direct tool’ of carbon tax, to a combination of ‘indirect tools’ – not originally aimed at reducing CO2 (i.e. congestion charging, parking charges and a reduction in public transport travel time) in terms of CO2 impacts through a change in the modal split. In our model, modal choices depend on individual characteristics, trip features (including the effects of policy tools), and land use at origin and destination zones. Personal “CO2 emissions budgets” resulting from the trips observed in the metropolitan area of Lille (France) in 2006 are calculated and compared to the situation related to the different policy scenarios. We find that an increase of 50% in parking charges combined with a cordon toll of €1.20 and a 10% travel time decrease in public transport services (made after recycling toll-revenues) is the winning scenario. The combined effects of all the policy scenarios are superior to their separate effects.  相似文献

The paper presents and analyses appraisal methods used for the assessment of potential investments in Nodal Centers for Goods (also called Freight Villages), which constitute an essential element of the Trans-European Network for Intermodal Transport. A methodological procedure is applied to identify the underlying factors that influence the choice of an appraisal method, without assessing or comparing the appraisal methods themselves. Following this procedure, issues addressed by the methods are grouped into three broad dimensions and with the use of non-parametric statistical tests, existing relationships are identified between nodal centres' characteristics, the appraisal methods, as well as the actors involved in the decision process. On applying the above procedure to European Nodal Centres for goods, it is found that the choice of appraisal method and the decision criteria for the investment are linked primarily to the nodal centre's size, catchment area, and the support or absence of political approval for the investment. The results of the analysis can be particularly useful at the policy making level, serving as non-formal "qualitative guidelines" to identify the appraisal method to be applied, as well as the options and impacts to be considered. Rational decision-making requires an assessment of advantages and disadvantages of choice possibilities, including non-market effects (such as externalities). This also applies to strategic decision-making in the transport sector (including aviation). In the past decades various decision support and evaluation methods have been developed in which a market evaluation played a prominent role. The intrinsic limitations of these approaches were also increasingly recognised. Gradually, a variety of adjusted multidimensional methods has been developed over the past years to complement conventional cost–benefit analysis (CBA). These methods aim to investigate and evaluate all relevant impacts of a choice possibility (e.g., project, plan, or programme) on the basis of a multitude of important policy criteria (so-called multicriteria methods). They have a particular relevance in case of non-priced or qualitative effects. There is a clear need for a systematic and polyvalent multicriteria approach to many actual planning issues, such as land use or transportation. This paper offers a new evaluation framework based on a blend of three types of approaches, viz. Regime Analysis, the Saaty method and the Flag Model. All these methods have been developed separately in the past; the paper makes an effort to offer a cohesive framework, which can be used for the e valuation of spatial-economic and environmental-economic policy issues. This new tool is tested by means of a case study on conflicting plans (and policy views) for airport expansion options in the Maastricht area in the southern part of The Netherlands.  相似文献

In its neglect of cycling, the transport policy history of Great Britain is typical of many car-dependent societies. Policy inertia with respect to sustainable travel may be driven by the assumptions that, firstly, most households have access to the use of a car and are keen to preserve the mobility advantages the current system offers them, and secondly that environmental and health considerations should be subjugated to economic priorities. Thus, in spite of warm words about cycling, pro-car policies tend to dominate.Set against this policy backdrop, and taking the stance that public opinion can influence policy change, this paper reports the results of two large scale surveys of opinions regarding the practice of cycling and its role within society, carried out amongst samples of adults representative of Great Britain, in 2010 and 2013. Results indicated broadly positive opinions relating to cycling as part of society, albeit with these measures dropping slightly between 2010 and 2013. Opinions of cycling were found to be significantly linked to voting intention with, broadly speaking, a gradient of decreasing positivity when moving from the political left to right. These results imply a possible link of ‘surface’ opinions of cycling being influenced by underlying ‘deep-seated’ beliefs and values. These results are discussed in terms of policy options for pro-cycling groups wishing to influence the debate. Options include decoupling cycling from underlying belief systems and presenting simply as a form of everyday transport; promoting cycling as a solution to multi-social issues across health, the environment and economic considerations such as lower congestion; the pros and cons of de-marketing car usage; and finally, changing underlying belief systems. It is concluded that pro-cycling advocates may be pleased with the broad support of cycling’s contribution to society, but they may need to seek alliances with other environmental or health groups in order to turn these good intentions into genuine policy change.  相似文献

Concerns about local air pollution and climate change have prompted all levels of government to consider a variety of policies to reduce vehicle dependence and fuel consumption, as the transportation sector is one of the largest sources of local and global emissions. Because many of the policy options under consideration are market-based (e.g., gasoline tax, carbon tax), it is important to consider how the impacts would vary across space and affect different subpopulations. Evaluating incidence is relevant for both the expected costs and benefits of a particular policy, however detailed data on vehicle-miles traveled (VMT) and fuel consumption allowing for the distributions of these variables to be estimated at a fine geographic scale is rarely available. This paper uses a unique dataset with more than 20 million vehicles in California to derive estimates of VMT and fuel consumption in order to examine the spatial distribution of impacts for an increase in the price of gasoline as well as the consequences of using different statistics for policy evaluation. Results show that VMT and fuel consumption distributions are not symmetrically distributed and vary significantly within transportation planning regions. To understand the potential implications of this asymmetry, we do a back of the envelope comparison using the mean and mode of the VMT or fuel consumption distribution for policy analysis. We find that assuming a symmetric distribution can lead to a divergence of 20–40% from the estimates based on the empirical distribution. Our results, therefore, introduce caution in interpreting the incidence of policies targeting the transportation sector based on averages.  相似文献

This paper provides a modeling framework based on the system dynamics approach by which policy makers can understand the dynamic and complex nature of traffic congestion within a transportation socioeconomic system representation of a metropolitan area. This framework offers policy makers an assessment platform that focuses on the short- and long-term system behaviors arising from an area-wide congestion pricing policy along with other congestion mitigation policies. Since only a few cities in the world have implemented congestion pricing and several are about to do so, a framework that helps policy makers to understand the impacts of congestion pricing is currently quite relevant. Within this framework, improved bus and metro capacities contribute to the supply dynamics which in turn affect the travel demand of individuals and their choice of different transportation modes. Work travel and social networking activities are assumed to generate additional travel demand dynamics that are affected by travelers’ perception of the level of service of the different transportation modes, their perception of the congestion level, and the associated traveling costs. It is assumed that the, population, tourism and employment growth are exogenous factors that affect demand. Furthermore, this paper builds on a previously formulated approach where fuzzy logic concepts are used to represent linguistic variables assumed to describe consumer perceptions about transportation conditions.  相似文献

This paper examines CACC truck platooning on uphill grades. It was found that the design of CT policy should consider the effects of low crawl speeds on significant upgrades. Three simple solutions, which have different impacts on traffic flow efficiency, are proposed. Furthermore, truck platoons, controlled by a state-of-the-art CACC model, become asymptotically unstable beyond some critical grade. The errors are permanent, suggesting that trucks fail to re-engage after the upgrade. This occurs by complex interactions between the CACC control and the bounded acceleration capabilities of trucks. New control concepts are developed to complement the existing control model and achieve asymptotic (and string) stability. The instability mechanisms and new control concepts are not specific to the control model used.  相似文献

Environmental assessments are on the critical path for the development of land, infrastructure and transportation systems. These assessments are based on planning methods which, in turn, are subject to continuous enhancement. The substantial impacts of transportation on environment, society and economy strongly urge the incorporation of sustainability into transportation planning. Two major developments that enhance transportation sustainability are new fuels and vehicle power systems. Traditional planning ignores technology including the large differences among conventional, hybrid and alternative fuel vehicles and buses. The introduction of alternative fuel vehicles is likely to change the traditional transportation planning process because different characteristics need to be taken into account. In this study a sustainability framework is developed that enables assessment of transportation vehicle characteristics. Identified indicators are grouped in five sustainability dimensions (Environment, Technology, Energy, Economy and Users). Our methodology joins life cycle impacts and a set of quantified indicators to assess the sustainability performance of seven popular light-duty vehicles and two types of transit buses. Bus Rapid Transit receives the highest sustainability index and the pickup truck the lowest. Hybrid electric vehicles are found to have the highest sustainability index among all other passenger vehicles. A sensitivity analysis shows the proposed sustainability dimensions produce robust sustainability assessment for several weighting scenarios. The results are both technology and policy sensitive, thus useful for both short- and long-term planning.  相似文献

Abstract

Attempts to integrate sustainability in the decision-making process for transport infrastructure projects continue to gain momentum. A number of tools and methodological frameworks are available — such as rating systems, traditional decision-making techniques, checklists, and different evaluation frameworks and models. While these tools are highly valuable, some practical issues remain unsolved. There is also a need for more standardized tools to appraise the sustainability of transport projects. This paper is a presentation of a review on the current assessment tools of sustainability applied to transport infrastructure projects. The preliminary part of the paper is an explanatory and comparative analysis of the tools and methods in terms of their effectiveness to appraise sustainability. The analysis is a critical evaluation of the current state of the art to identify the limitations of existing approaches, point out new areas of research, and propose a sustainability appraisal agenda for the future.  相似文献

There are clear signs of a shift in the UK transport policy in response to concerns about the environmental impacts of road transport and anxieties about the implications of the projected future growth in demand.Much of the framework of UK transport policy is now determined at the overall European Union level. To date most European legislation and policy proposals have been concerned with reducing the specific externalities associated with the transport sector, with none of the measures involved likely to have more than a marginal impact on the growth in demand. The emerging research evidence suggests however that the private costs of car use in Europe may fall substantially short of its total social costs and there is an important emerging policy debate about how this gap might be closed.The UK has introduced a policy package designed to reduce the growth of car travel and its environmental impact, within which land-use planning measures feature prominently. The land-use policies, which to some extent represent a reassertion of many traditional UK planning policies, include: an emphasis on focussing new development in urban areas, increasing residential densities, strengthening the role of existing centres and improving provision for walking and cycling.A number of factors will constrain the effectiveness of the package in practice. There are also concerns about its impact on key environmental objectives, including air quality. There are important questions too about the welfare effects of increasing densities and about the wider impacts of the package on economic efficiency.  相似文献

Abstract

Global positioning system (GPS) devices have been utilised in travel surveys since the late 1990s. Because GPS devices are very accurate at recording time and positional characteristics of travel, they can correct the trip-misreporting issue resulting from self-reports of travel and improve the accuracy of travel data. Although the initial idea of using GPS surveys in transport data collection was just to replace paper-based travel diaries, GPS surveys currently are being applied in a number of transport fields. Several general reviews have been done about GPS surveys in the literature review sections in some papers, but a detailed systematic review from GPS data collection to the whole procedure of GPS data processing has not been undertaken. This paper comprehensively reviews the development of GPS surveys and their applications, and GPS data processing. Different from most reviews in GPS research, this paper provides a detailed and systematic comparison between different methods from trip identification to mode and purpose detection, introduces the methods that researchers and planners are currently using, and discusses the pros and cons of those methods. Based on this review, researchers can choose appropriate methods and endeavour to improve them.  相似文献
