This paper begins by defining the meaning of the term 'maritime policy'. Since devolution in the UK, the opening of the new Scottish parliament in 1998 and the creation of the Scottish Executive, little effort has been made to establish a distinct maritime policy for Scotland. As was evident prior to devolution, the primary emphasis from any maritime policy perspective has continued to be a focus on lifeline island ferry services. This ignores significant developments in several other key maritime transport sectors, and this paper provides examples of areas that require some form of policy response, including intra-European short sea shipping, UK coastal shipping, urban/river transport and global container shipping. Long-standing institutional bias against maritime transport coupled with subsidy devoted almost entirely to land transport systems has resulted in a quite distorted marketplace. This suggests that a maritime policy is now imperative if maritime transport is to play a more significant role in the overall transport system. Further discussion centres on the need to consider, from a Scottish policy perspective, the role of various state-sponsored maritime service providers and how these bodies might fit better within evolving policy. The conclusion is that formulation of a maritime policy by the Scottish Executive is overdue and that a degree of restructuring of transport responsibilities within the Executive, combined with adequate resource allocation towards the maritime industry, will be necessary in order that market distortions can be overcome, so enabling Scotland to fully exploit the competitive and environmental advantages that maritime transport can provide.  相似文献

This paper evaluates the development of prospects for cruising in Europe. It examines this within the broad framework of economic theory and maritime economics. Initially, the market structures and relationships applicable to cruising are considered with particular attention being paid to the linkages between the shipping markets and tourism and leisure. This conceptual analysis suggests that whilst cruising has a strong shipping element it does not fall exclusively within the classic framework of maritime economics but draws from both shipping and tourism and leisure. For reasons of clarity, a number of definitions are also provided covering maritime tourism and leisure, cruising, and supply and demand, as it relates to cruising. Following this, an overview of the cruise industry is included. This focuses primarily on the growth in the demand both world wide and at regional level. In particular, the analysis places the development of cruising in Europe in market perspective. Subsequently, the development of cruising in the UK is examined as a case study. Initially, UK market growth is analysed and it can be seen that the UK is now the second largest cruise market in the world after North America. Projections of the growth in UK demand to 2003 are also provided. The growth in supply is also studied and the UK targeted fleet is identified. In addition, the question of ownership is addressed. The prospects of employment for UK seafarers within the cruise industry are also considered and results obtained from the analysis suggest that it should be possible to increase the participation of UK and other European seafarers within the cruise industry at all levels and in all departments. In the final section of the paper, the position of UK ports as terminals and destinations is evaluated. It is concluded that the fundamentals of the cruise business remain strong, and continued growth by the industry should be possible for the foreseeable future.  相似文献

This paper attempts to outline the evolution of UK shipping policy since the mid 1980s, in the context of the decline of the UK Merchant Marine. It provides an analysis of the action, or inaction, of the UK government during the period up to 1991, and assesses whether a coherent and logical policy has been developed. In so doing it evaluates whether the UK is in line with the actions of the EC and its other maritime competitors in the field of shipping policy and whether, as a consequence, the decline of the Merchant Marine has been actively hindered or helped. An assessment is also made in the light of continuing political developments in the UK, and those predicted for the coming months.  相似文献

This paper quantifies the potential environmental benefit of short sea shipping. Critical strategic issues relevant to formulating public policy are developed. Coastal shipping has traditionally been a major sector of the maritime industry. This continues to be the case in the European Union, but the sector has diminished in relative importance in North America as the transport industry has become increasingly dominated by less environmentally-friendly interstate trucking and railroads. Congestion threatens to overwhelm overland carriage and limit economic growth. An alternative strategy is to revitalize coastal shipping as short sea shipping to alleviate traffic congestion and enhance economic development by maintaining freight flow efficiency. Because ship transport offers higher fuel economy and lower emission of harmful pollutants, the environmental benefits of short sea shipping over land transportation can be quantified and used to inform public policy.  相似文献

This study examines how maritime transport has been researched through a comprehensive review of papers published in 19 transportation journals over the period 2000–2014. Systematic investigation shows that Maritime Policy & Management plays a prominent role in publishing maritime transport research. At the same time, ‘shipping’ is a dominant research area, with ‘port management, service, performance, efficiency and competitiveness’; ‘shipping market, industry, freight rate and economic impact’; and ‘terminal studies’ as the most popular topics. Nevertheless, few efforts have investigated ‘shipping finance’; ‘shipping service’; or ‘port risk and security.’ Since 2000, the use of quantitative analysis techniques has steadily increased in maritime transport to help participants make decisions scientifically. We here present the major data analysis techniques and highlight some limitations regarding their application. Thus, we provide a better understanding of how maritime transport research has been undertaken in a quantitative manner.  相似文献

Scotland's low accessibility is reflected in the limited share of Scottish unitised freight traffic coming through Scottish ports. This paper will discuss site development strategies to overcome Scotland's double peripherality (i.e. both physically and institutionally) by restructuring transport chains of large shippers through new corridors. Three competing logistics concepts will be discussed, beginning with the existing load centre terminal that provides direct access to the distant main ports. Second, port-centric logistics based at Scottish ports, and finally, offshore port-centric logistics utilising maritime links to a port-based distribution centre in Zeebrugge. The paper has two interlinked aims. First, to provide a firm theoretical grounding for recent maritime transport geography concepts, which has been lacking in the literature. This will be achieved by examining peripherality and responses to this by states at different scales, thus exploring how the three concepts in this paper can be viewed as attempts at spatial fixes of mobile capital. The second aim develops out of the first, and will explore how the perspective of space is treated in maritime geography as compared with other areas of geography. As a result, the paper pursues a cross-disciplinary approach by utilising theory from economic geography and political geography.  相似文献

The aim of this article is to show if and how European maritime education and training institutions have met the increasing enrolment of women, and how shipping in general has reacted to gender equality. WMU has partly been the source for finding data related to studies in a multicultural and gender (minority) mixture of students and professors. In addition to a questionnaire to maritime education and training institutions, unstructured conversations with WMU students and professors have contributed to fact findings. Apparently, there is more to be done in order to have women compete on a level playing field in the sphere of shipping. Shipping is historically male dominated and conservative, so it is well understood that there are ropes to be untied. In this article, there are examples on how stakeholders in society have introduced policies on how to meet diversities. It is recommended that universities seriously pursue this trend. I wish to appeal to educational institutions to publish a university policy on the gender perspective and diversity management in general. The policy must be in writing in order for staff and students to understand and remember the content of the policy. This is an issue that should follow the quality assurance aims and goals and should be posted in a public place within the university’s premises for everybody to be reminded.  相似文献

Conventional wisdom has it that, because of locational and other advantages, transit trade and transport, especially maritime transport, could be expected to play a major role in the development process of the Baltic States which was expected to follow their renewed independence in 1991. This paper secks to evaluate this proposition. The first section of the paper provides a brief account of the present state of the shipping and port sectors in the three Baltic republics and offers some speculation about likely future developments. The following section considers whether there is any historical basis for the presumption in favour of transit trade. The paper concludes with a somewhat speculative discussion of whether the Baltic States might be expected to possess any long run comparative advantage in maritime transport. It is suggested that in this respect a distinction should be made between ports and shipping and that in a more prosperous future, shipping, in particular, might be expected to decline in importance.  相似文献

Although the Peace Treaties gave Poland access to the sea and the right to use Gdansk, it was not until 1926, when Poland's first shipping company was established and Poland's new port of Gdynia opened, that her new status as a maritime country was fashioned. The image of the shipping industry plays a vital role in developing maritime transport as a major future, sustainable transport alternative. In particular, it is crucial to understand the image the shipping industry has among young people and the anatomy of the concept in order to be able to effectively promote careers in shipping, to cultivate shipping as an attractive labour market and to develop attractive educational programmes. The focus of this paper is the image of the shipping industry. This study reports on the findings of a large-scale survey of the image of shipping- and image-related concepts among upper secondary school pupils in Sweden, Norway and Greece. We define and analyse empirically by means of multivariate statistical analysis the anatomy of the image concept. We identify various image dimensions, estimate how young people rate the shipping industry along these dimensions and estimate their relative importance to young people who are planning their future careers. The results from this study can be used as a base for describing and explaining the images that young people have of the shipping industry. Such knowledge is fundamental for deriving and developing constructive strategies to promote careers in shipping, to adapt shipping to the expectations of young people and to develop creative and relevant educational programmes. Finally, understanding the image of shipping among young people is important not only for the shipping industry, but for other stakeholders as well, such as ship-owners associations, trade associations, labour unions, transport authorities and administrations and policy makers at the national and supra-national level.  相似文献

Following the introduction of tonnage tax for UK-based shipping companies in 2000, the industry now has the opportunity to opt for a tax regime that is beneficial in contrast to the corporation tax applied to most other sectors. This paper aims to summarize the tonnage tax scheme and then to go on to assess whether its introduction was appropriate. In doing so, it assesses whether the benefits it brings to the UK shipping industry are in fact fiscally justifiable in terms of the advantages that have been suggested recently by a number of commentators. These are claimed to derive from the comparative advantage of the UK shipping industry, the need for more skilled on-shore shipping staff with sea-going experience, and in terms of sustaining the maritime cluster typified by the maritime activities of the City of London.  相似文献

The maritime policy of the US has evolved over more than 100 years from the support of US shipping through mail and fleet auxiliary contracts before the turn of the century, to the present array of direct and indirect Government aids and regulations based on the assumption that a strong maritime industry composed of both US-flag shipping and US-shipbuilding capacity is essential for the economic well-being and defence of the country. Notwithstanding massive direct and indirect aid to the US merchant marine, amounting to well over a billion dollars a year in recent years, US shipping and shipbuilding has declined dramatically and now comprises less than 3% of world shipping. Only 2.8% of US foreign trade by volume and 6% by value is today carried in US flag ships. Government aids constitute well over 33% of total revenues of US-flag shipping.

The traditional argument for US Government support has been the need for cost parity to permit US-flag shipping to compete effectively in international trade against foreign shipping serving the same routes with presumably lower operating costs. This argument is difficult to sustain today, as vessel costs of many other industrialized nations are now about equal to those of US-flag ships.

In 1970 the US enacted a new, vastly more liberal, maritime act for the support of the US maritime industry. Notwithstanding its even more liberal terms and elimination of the strict cost-parity interpretation, the US maritime industry continues its decline. The recent bankruptcy of two old, established subsidized shipping companies has caused tremors in the industry, yet no new ideas, policies, or plans seem to be forthcoming. It is the objective of this paper to study the development and effects of various historic US Government policies relating to the support of the US maritime industry, and evaluate the positions taken by proponents or opponents of the maritime policy leading to the policy development.

The decision processes are studied by evaluating literature on the evolution of Congressional, administration, industry, and labour interest and positions on the issue of Government aid to the maritime industry. The impact and effectiveness of various elements of past and present US maritime policy is evaluated in relation to the stated objectives. The alternatives to these policies are reviewed in the light of the changing US position in international trade, military strategy, and political objectives. In addition the effectiveness of the present and alternative policies is evaluated as it is and will be affected by changing technology in use, composition of ownership, and operations of US-flag shipping and shipbuilding.  相似文献

The purpose of this paper is to summarize the European maritime transport policy within the context of maritime politics at large. At the outset the legal framework conditions and supportive instruments for the shipping and port industries are presented. Against the background of recent accidents at sea, such as the sinking of ERIKA and PRESTIGE, the EU legislation on maritime safety is of particular interest as it is both complex and rapid in reaction to environmental needs and political pressure. Finally, the sensible relationship between the EU as a regional organization and the IMO as “the competent international organization” is discussed with a view to reconcile possible rivalry and to suggest a complementary cooperation between the two organizations.  相似文献

The new UK Government, elected in May 1997, came to power with a commitment to reverse the decline of the UK shipping industry and enhance the employment prospects of UK seafarers. The Government commissioned Lord Alexander of Weedon to investigate the case for a tonnage tax. In this paper, the economic arguments for supporting the UK shipping industry are reviewed. There is some evidence that the UK holds a comparative advantage in world markets in key sectors of the shipping industry and on-shore maritime related activities, but is being undermined by lower foreign taxes. In the absence of government support, the UK shipping industry is likely to continue to decline, and, by further reducing the supply of qualified UK ex-seafarers, put at risk the successful on-shore activities. Various measures that might be used to support a national shipping industry, e.g. a tonnage tax, are considered. The paper concludes by discussing the likely impact of the tonnage tax on the UK's shipping industry.  相似文献

The choice of flag is one of the main strategic/critical decisions for shipowners in the initial stage of maritime enterprises. On the other hand, flagging out has a great influence on the prestige and economic benefits for traditional maritime countries. To address this issue, this paper proposes a Multiple Criteria Decision Making (MCDM) approach using a Primarily Strategic Action Plan (PSAP) in a short-run period and a Secondary Strategic Action Plan (SSAP) for a long-term perspective. The case is demonstrated with respect to the flagging out issue in Turkish shipping fleet. It measures the decision-making tendencies of shipowners using Turkish National Shipping Registry (TNSR), Turkish International Shipping Registry (TISR), and Open Registries (ORs) as potential shipping registry alternatives. The model outcomes originally contribute to Turkish maritime policy, especially in terms of strengthening and reinforcing of TNSR procedures.  相似文献

This paper investigates the impacts of maritime piracy on global economic development. Calibrated with data between 2003 and 2008, we model shipping demands and competition in the Far East-Europe container liner shipping service and investigate the economic welfare loss effects due to reduced volumes of trade and shipping, as well as efficiency loss due to geographical re-routing of shipping networks which would be otherwise uneconomical. The substantial economic loss simulated from our model indicates that, even from purely the perspective of economic interests, more efforts from the international community should be dedicated to tackle maritime piracy.  相似文献
