Developments in UK shipping: the tonnage tax   总被引:1,自引:0,他引:1  
The new UK Government, elected in May 1997, came to power with a commitment to reverse the decline of the UK shipping industry and enhance the employment prospects of UK seafarers. The Government commissioned Lord Alexander of Weedon to investigate the case for a tonnage tax. In this paper, the economic arguments for supporting the UK shipping industry are reviewed. There is some evidence that the UK holds a comparative advantage in world markets in key sectors of the shipping industry and on-shore maritime related activities, but is being undermined by lower foreign taxes. In the absence of government support, the UK shipping industry is likely to continue to decline, and, by further reducing the supply of qualified UK ex-seafarers, put at risk the successful on-shore activities. Various measures that might be used to support a national shipping industry, e.g. a tonnage tax, are considered. The paper concludes by discussing the likely impact of the tonnage tax on the UK's shipping industry.  相似文献

This paper describes an approach to the development of metropolitan transport strategies based on community needs and values. A search conference and other consultation methods were used to raise community awareness of transport issues and to give the transport planners an understanding of community concerns and values. The collective values were used to develop a vision statement of where Melbourne could be in the future. Transport strategies were then developed which helped achieve the vision. By this approach transport strategies can be integrated with the delivery of other services so that they are complementary and achieve consistent ends. The process encouraged community debate and helped strategy development to focus on what was to be achieved, rather than on particular techniques or interest group agendas. Integrated strategies which have wide interest group and community support can be developed by the process.  相似文献

Four decades ago Australia was credited as being an early leader in implementing integrated coastal management (ICM). Nevertheless, as a federation of states and territories Australia has since struggled to fully implement vertical integration of its coastal governance arrangements. In particular the federal government has historically possessed only a minor role in coastal management despite the recommendations of several major inquires suggesting that this role needed to be enhanced. This article examines a series of circumstances and events over the past two years in Australia that has created the opportunity for the federal government to adopt a more significant and prominent role in coastal management and hence to substantially complete the vertical integration of ICM in Australia. These stimuli for coastal policy reform could also play a role in enhancing ICM in other federated nations.  相似文献

Travel time information influences driver behaviour and can contribute to reducing congestion and improving network efficiency. Consequently many road authorities disseminate travel time information on road side signs, web sites and radio traffic broadcasts. Operational systems commonly rely on speed data obtained from inductive loop detectors and estimate travel times using simple algorithms that are known to provide poor predictions particularly on either side of the peak period. This paper presents a new macroscopic model for predicting freeway travel times which overcomes the limitations of operational ‘instantaneous’ speed models by drawing on queuing theory to model the processing of vehicles in sections or cells of the freeway. The model draws on real-time speed, flow and occupancy data and is formulated to accommodate varying geometric conditions, the relative distribution of vehicles along the freeway, variations in speed limits, the impact of ramp flows and fixed or transient bottlenecks. Field validation of the new algorithm was undertaken using data from two operational freeways in Melbourne, Australia. Consistent with the results of simulation testing, the validation confirmed that the recursive model provided a substantial improvement in travel time predictions when compared to the model currently used to provide real-time travel time information to motorists in Melbourne.  相似文献

Abstract

In 2004, one of the biggest ferry operators in Norway was found guilty of having intentionally attempted to defraud the state of about 113 million Norwegian kroner in subsidies by underreporting revenues and overstating costs during the period 1992–2002. The company and five of the top managers were convicted and the case was regarded as one of the most serious subsidy offences ever committed in Norway. The aim of this article is to show that standardized revenue and cost norm models from the state can deter operators from committing such offences and when relevant detecting the fraud attempts at an early stage. Our model suggests that the operator in question overstated costs by about 19% and that the actual subsidy fraud attempt was about three times higher than concluded by the Court.  相似文献
